- THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 �SYNOPSES OF PROPOSED CONTRACT ACTIONS� NAICS 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables Response Deadline:��11 Aug 2023 The U.S. Army Corps of Engineers (USACE), Portland District�(NWP)�intends to negotiate/award a firm-fixed price (FFP) supply, single source procurement to Technical Sales Northwest for Leakwise Oil Leak Monitoring replacement parts for Lost Creek Dam�s sumps. REASON FOR SOLE SOURCE ACQUISITION: The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. The purpose of the acquisition is to replace Leakwise oil leak monitoring equipment that no longer works. Background: Lost Creek powerhouse has two main unit hydrogenators that contain oil for cooling water and other potential contaminants that could reach the water. The Leakwise monitoring system became inoperable a short time ago and CENWP-ODVR has no indication of contaminants in the sump systems until this system is restored. Justification: The waterways immediately downstream of Lost Creek Lake are designated as essential salmon habitat for ESA-list SONC Coho Salmon and this system monitors for contaminants in our sumps prior to discharge. Leakwise instrumentation needs to be installed to monitor for leaking oil which could reach critical habitat and consistency and compatibility with current installed components for oil accountability.� Impact:� The waterways immediately downstream of Lost Creek Lake are designated as essential salmon habitat for ESA-list SONC Coho Salmon and this system monitors for contaminants in our sumps prior to discharge. The impact of not having this system means that we do not have an early warning of contaminants into the river system which could result in environmental damage that may require costly remediation, loss of endemic species habitat, and potential violations of Federal, State, and/or County laws. The Government intends to solicit the authorized Leakwise|Procon regional distributor, Technical Sales Northwest, directly for this project on or around 14-AUG-2023.�A solicitation does not currently exist.�All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. *NO PHONE INQUIRIES, PLEASE.
