Description

This is a Synopsis Notification (Intent to Sole Source).� The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i).� ""Only one responsible source"" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.� The Government intends to solicit and negotiate with: � � � � � � � � � � � � � � � � � � � �Offensive Security Services LLC � � � � � � � � � � � � � � � � � � � �DBA Off-Sec Services Ltd. � � � � � � � � � � � � � � � � � � � �230 Park Avenue, 3rd Fl. � � � � � � � � � � � � � � � � � � � �New York, NY 10169-0018 This requirement is for license subscriptions to access Off-Sec�s digital platform, its contents, and materials by the Army Cyber Institute at West Point.� The following item / service is required: � MFR:� Off-Sec Services Ltd. � P/N#:� None ITEM:� Off-Sec License Subscription � QTY:� 1 Group (8 each) ��PoP:� 09/01/23 thru 08/31/24��� ���� This is considered a sole source to Off-Sec Services Ltd because � based on market research and to the best of MICC West Point�s knowledge � their license subscriptions, digital platforms, and its contents are proprietary.� Its materials and contents are only accessible through their network database.� The vendor does not sell nor supply access to their platforms through third parties.��� � � � � � The NAICS Code Qualifier is 611430; SBA Size Standard is $15.0 Mil. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.� However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Off-Sec Services Ltd.� If you are an authorized partner / seller of Off-Sec Services Ltd, you must provide written proof from Off-Sec that says you are authorized to supply / sell their license subscriptions as well as access to their digital platform, its contents, and materials on their behalf (* INFO WILL BE VERIFIED *).� All interested parties must provide the following data with their responses:� 1.� Full Company Name and Address 2.� SAMs Unique Entity ID (UEI) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code (must be registered with NAICS 611430 to qualify) 6.� Business Size (must be registered as a Small Business) 7.� Company POC, Email, Phone# 8.� Proof (no exceptions) - - a.� Authorization letter from Off-Sec Services Ltd that says you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on their behalf. � A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government.� Any information received will be considered solely for market research purposes to determine a competitive procurement.� Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below.� Telephone responses or requests will not be accepted.� All replies / documents must be submitted via email only to jorge.l.acevedo4.civ@army.mil by NLT July 31, 2023 (MONDAY) @ 12:00 PM (EST). �
