Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) site intends to solicit for the repair and refurbishment of LM2500 High Pressure Turbine (HPT) blades and nozzles. The Government furnished materials (GFM) to be provided are previously used LM2500 gas turbine hot section parts, including HPT Stage 1 and Stage 2 blades and nozzles for the Single Shank Turbine (SST) configurations. The contractor will perform inspections of all Navy-provided LM2500 components for serviceability, and use industry best practices to access the parts for reparability. Since there are subtle industry variations and approaches to repairing LM2500 components, the Navy will not dictate all processes and procedures to be used in the refurbishment of these parts. It is understood that some of these parts may or may not be deemed unrepairable and will not be returned to the Navy in �A� condition, or ready for installation in Navy gas turbine engines. This solicitation is expected to result in a Firm Fixed Price (FFP) Single-Award, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract award. The government intends to award one (1) contract to one (1) responsible Offeror whose proposal, conforms to the Request for Proposal (RFP).�This Offeror will represent the best value to the government which will utilizing tradeoff procedures to evaluate the proposal. The RFP will contain a sixty (60) month ordering period. The RFP for this competitive acquisition is anticipated to be released no later than 30 September 2023. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP along with any amendments will be posted to www.sam.gov, where all interested parties may download the solicitation and any amendments. No CDs or hard copies will be provided. Offerors shall be required to submit both price and technical proposals. Offerors must be registered with the System for Award Management (SAM) website to submit a proposal and be eligible for award.
