INTRODUCTION The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a principal, law-enforcement agency within the United States Department of Justice (DOJ). ATF is dedicated to preventing terrorism, reducing violent crime, and protecting our Nation. The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. They are committed to working directly, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of arson, and illegal trafficking of alcohol and tobacco product. The National Laboratory Center (NLC) has 20 labs that utilizes laminated countertops that serve as the primary workstations to complete all areas of forensic science. There is approximately 2500 square feet of defected countertop and backsplash surfaces that provide the clean, sterile working surface for casework and laboratory equipment.� All these surfaces are subject to numerous types of materials and chemicals while processing evidence. OBJECTIVE ATF is seeking a contractor to provide all equipment, materials, specialty services, management, supervision, quality control, and labor to satisfactorily replace the laboratory countertops located at the NLC in Beltsville, MD with this statement of work (SOW). Any deviation must be presented to the ATF Contracting Officer Representative (COR), whom is also the building manager, and Contracting Officer (CO) for consideration. ATF will review the deviation proposed for the project. OVERVIEW The existing countertops are well past their service-life cycle and are currently de-laminating, swelling, and chipping. �They are no longer in a state of repair and pose a danger of contaminating evidence. This has become a mission-critical project, and immediate replacement is necessary. As such, the contractor shall replace the original, laminated countertops utilized by laboratory technicians at the NLC in Beltsville, MD.� The contractor shall perform all field measurements and provide quantifying material and parts, including all incidental materials required to complete this project in a manner that meets or exceeds industry-accepted standards as identified by the Government. SPECIAL REQUIREMENTS FOR PRE-BID SITE PARTICIPATION Interested vendors should conduct site visits to determine design, layout square footage, backsplash locations, and the best placement of any seams. All interested vendors will be provided a Pre-Bid Site visit located at: The National Laboratory Center 6000 Ammendale Road Beltsville, MD� 20705 �Pre-Bid Site visit will only be held on 27 July 2023 at 11:00 AM, Eastern Time. Interested vendors are to submit the Police Check Inquiry form (Attachment 2) and return directly to Mr. Edward Miller at Edward.Miller2@ATF.GOV and carbon copy Steven.Jaimes@ATF.GOV no later than 21 July 2023 by 1:00 PM, Eastern Time. There will be no other date available for the Pre-Bid Site visit. The Contract Specialist will coordinate with the COR to provide access. Drawings, consisting of room layouts and sketches with measurements for each of the labs where the countertops will be replaced are being provided as an attachment. �On 27 July 2023, each representative partaking in the Pre-Bid Site visit will need to submit to a Deoxyribonucleic acid (DNA) swab and pass and go through a police check before entering any Lab space. Once completed, representatives will be held at Security until Mr. Edward Miller arrives. During the pre-bid walkthrough, access to all labs will not be permitted. Vendors will be allowed to look through the hallway windows to get visuals. Vendors should be able to submit their quote based off the sketches, measurements, and visual walkthrough. SCOPE OF WORK Removal and Replacement of Laboratory Countertops Remove ALL laminated countertops at the NLC and replace with a laboratory-grade epoxy, such as Durcon LAB-GRADE EPOXY RESIN BLACK ONYX or equal brand. Schedule replacement(s) with the COR or Designee at least two (2) weeks in advance. Remove and replace countertops one lab at a time as NLC cannot have several labs out of service. �Each lab is to be back in service as soon as possible. Supply and apply as necessary, all drywall repair, paint, caulking for this turnkey project. Provide Material Safety Data Sheets (MSDS) for all material used to the ATF Facility Manager. NOTE: �The contractor shall work each lab independently, from start to completion, to ensure the individual labs can be put back into service as quickly as possible for mission continuity.
