- Background U.S. Citizenship and Immigration Services (USCIS) is the government agency that oversees lawful immigration to the United States.� USCIS will secure America�s promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness, and understanding of citizenship, and ensuring the integrity of our immigration system. There are more than 30,000 USCIS government employees and contractors working at various offices across the world.� Goals become achievable when different elements of the organization are engaged and acting as partners working toward a common outcome.� USCIS strategic goals include: Strengthening the security and integrity of the immigration system. Providing effective customer-oriented immigration benefit and information services. Supporting immigrants� integration and participation in American civic culture. Promoting flexible and sound immigration policies and programs. Strengthening the infrastructure supporting the USCIS mission. Operating as a high-performance organization that promotes a talented workforce and a dynamic work culture. Overview The United States Citizenship and Immigration Services (USCIS) requests that interested vendors provide responses that show evidence that they are capable of meeting or exceeding all the objectives and scope as identified in the attached draft PWS or meet or exceed the salient characteristics listed within the PWS document.� USCIS is issuing this Sources Sought-Request for Information (SS-RFI) for market research for the agency�s Risk and Fraud portfolio. USCIS is seeking to determine whether vendors have the experience and the capability to meet or exceed the requirements to determine an acquisition strategy. Vendors will need to demonstrate in their response that they have experience and capability to meet or exceed all the requirements or the salient characteristics. This notice is issued solely for the purpose of conducting market research and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations.� No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential vendor's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the Government's eventual acquisition approach. Additionally, the Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. In response to this SS-RFI, the vendors are requested to provide the following: Provide a cover letter that includes company name, address, point of contact information, and Unique Entity ID (UEI) and CAGE code. Identify your company�s size/socioeconomic status as it relates to the NAICS code indicated. Identify the size/socioeconomic status of any subcontractors you propose to use to meet the requirements if you do not possess capabilities and experience on all technical platforms as the prime contractor. Identify any existing federal contract(s) (Strategic Sourcing Contract Vehicles, GSA Schedules, Governmentwide or Departmentwide Acquisition Contracts, etc.) that you hold that will meet all the requirements (if applicable). Discuss your experience and corporate capabilities in hosting and provisioning your global database via your web service, performing Entity Matching to associate business information with record, and providing research services through subscription and performance of inquiries.� The government is seeking responses that allow it to assess a vendor�s capability to meet the requirements and that the vendor possesses proficiency in federal Computing Infrastructure, Data Processing, Web Hosting and Related Services as required by NAICS 518210. Discuss your company�s capability to provide resources and expertise to meet the governments requirement as listed in the PWS or the capabilities to meet the governments requirements of the salient characteristics as noted within the PWS.� The government is seeking responses that allow it to assess a vendor�s capability and that the vendor possesses expertise.� Partnership approach � Please indicate how much of the performance you would be capable of performing as a prime vendor. If not 100% as a prime vendor, please indicate an anticipated partner or partners and the percentages for all parties to meet the requirements. Questions in response to this SS-RFI are shall be submitted via email by 2:00 PM ET on August 4, 2023 to both Raushanah.L.Pendleton@uscis.dhs.gov and Matthew.D.Hamilton@uscis.dhs.gov. �Please note that USCIS may publish answers to questions and comments received in response to the SS-RFI. �The Government does not guarantee that questions received after 2:00 PM ET on August 4, 2023, will be answered. � Note: The questions and comments published WILL NOT identify the source. �Responses to this SS-RFI are due no later than 2:00 PM ET on August 14, 2023. Responses shall be submitted via email to both Raushanah.L.Pendleton@uscis.dhs.gov and Matthew.D.Hamilton@uscis.dhs.gov and shall not exceed 10 pages in length (including a cover letter). Please include in the subject of your email, �70SBUR24I00000003 USCIS Independent Information Provider (IPP)�. �Any information received in response to this SS-RFI may be used by USCIS during its preparation of a subsequent RFQ/RFP including the specifications, instructions for proposal preparation, and evaluation criteria.
