- ***The National Oceanic and Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, Great Lakes Environmental Research Laboratory (GLERL) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Wayne State University, Department of Chemistry of Detroit, Michigan, form microcystin toxin sample analysis. ***The sole source determination is based on the NOAA�s requirement that Wayne State University, Department of Chemistry is the only known source that has the equipment, resources, and abilities to perform this work as outlined above. Based on past performance, Wayne State University are able to get reproducibility using 5 or 10 ppt standard and doing 7 replicates. The analysis is for 462 samples to process after genetic determine is completed and stress experiments have been conducted is part of our ongoing harmful algal bloom scientific research to better understand the science of harmful algal bloom.� The results will include different microcystin congener toxins detected.� The information will give us a better understanding of bloom toxicity and the change in toxin production based on environmental factors.� In addition, the information will provide data regarding phytoplankton community changes and reflect the relative impacts of nutrient enrichment and invasive species.� This service applies directly to the GLERL scientific research concerning harmful algal bloom.� It is governed under the following mandate: �NOAA HAS BEEN GIVING THE AUTHORITY AND HAS A FEDERAL MANDATE (HABHRCA LEGISLATION S: 1254; 2018 PL 115-423) TO MONITOR HARMFUL ALGAL BLOOM GROWTH AND TOXICITY IN THE GREAT LAKES.� This procurement applies to this mandate. This is critical to the ongoing collaboration support we receive from Wayne State University (WSU), in addition to the program described above. Their HAB program has been a key collaboration with us that has been developed over the last 15+ years. In order to maintain long-term integrity of data it is critical that NOAA using the same reproducibility analysis. Period of Performance:� August 15, 2023� �� 31 December 2024. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. however, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice.
