***NATIONAL OCEANIC AND ATMOPHERIC ADMINISTRATION'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OFFICE OF ATMOSPHERIC RESEARCH, GREAT LAKES ENVIRONMENTAL RESEARCH LABORATORY, INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH EUREKA AQUATIC RESEARCH, LLC OUT OF ANN ARBOR, MI FOR ATLANTIS EARTH SYSTEM MODELING. ***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA�S REQUIREMENT THAT EUREKA AQUATIC RESEARCH, LLC IS THE SOLE ENTITY IN THE UNITED STATES THAT CAN MEET AND PROVIDE THE REQUIRED NEED FOR ECOSYSTEM MODELING TO INTEGRATE THE CLIMATE CHANGE EFFECTS ON FISH REPRODUCTIVE SUCCESS INTO THE ATLANTIS ECOSYSTEM MODEL USING THE MOST RECENT PROJECTIONS OF CLIMATE CHANGE EFFECTS ON LAKE MICHIGAN�S PHYSICAL HABITAT, RUNNING NEW SIMULATIONS OF CLIMATE CHANGE AND INVASIVE MUSSEL IMPACTS ON THE LAKE MICHIGAN FOOD WEB AND SUMMARIZING THE FINDINGS IN THE FORM OF A FINAL REPORT AND A PEER REVIEWED MANUSCRIPT. DR. HONGYAN ZANG OF EUREKA AQUATIC RESEARCH IS A LEADER IN MODELED IMPACTS OF INVASIVE SPECIES AND NUTRIENTS ON GREAT LAKES FOOD WEBS AND HAS USED THE ATLANTIS ECOSYSTEM MODEL TO SIMULATE THE EFFECTS OF INVASIVE MUSSELS AND ASIAN CARPS ON LAKE MICHIGAN. DR. ZHANG HAS ALSO USED THE ECOPATH WITH ECOSIM MODEL TO MODEL NUTRIENT AND INVASIVE SPECIES EFFECTS ON 3 OTHER GREAT LAKES. SHE ALSO HAS EXPERTISE IN MODELING NUTRIENT FLOW AND LOWER FOOD WEBS USING A HYDRONAMICS MODEL AND HAS EXTENSIVE EXPERIENCE COLLABORATING WITH GREAT LAKES PHYSICAL MODELERS. ALTHOUGH OTHER SCIENTISTS HAVE USED THE ATLANTIS ECOSYSTEM MODEL TO SIMULATE OVERFISHING AND CLIMATE CHANGE ON MARINE ECOSYSTEMS, ONLY DR. ZHANG HAS DEVELOPED AND APPLIED THE ATLANTIS ECOSYSTEM MODEL TO THE GREAT LAKES FOOD WEBS. THE REQUIRED PERIOD OF PERFORMANCE IS APRIL 1, 2024 � MARCH 31, 2025. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A GOVERNMENT DETERMINATION TO NOT CONDUCT A COMPETITIVE PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
