Description
Notice of Intent to Noncompetitively acquire multicolored laser systems. This notice is not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The National Institute of Standards and Technology (NIST) Dimensional Metrology Group (DMG) intends to procure a multicolored laser system which includes the purchase of five (5) lasers and two (2) combiners for the lasers. NIST requires the multicolored laser system for developing devices that measure optical properties of living mammalian cells in flow at high speed. NIST requires multiwavelength light sources that can couple light via optical fibers into custom made optofluidic flow cytometry systems. The light sources will then excite fluorescent compounds in the cells or fluids around them (e.g. DAPI, fluorescein, GFP, Cy5). Thus NIST requires lasers capable of exciting these dyes near their peak absorbances of 395 nm, 488 nm, and 645 nm.� Further, NIST�s application requires low-noise analog laser modulation up to 100 MHz.� NIST requires 2 equivalent and independently controllable systems in order provide light to increase the number of laser positions within its custom optofluidic devices from 2 to 4. In order to expand capabilities to measure multiple optical signals at once, NIST requires a multicolored�light source that combines independently controlled lasers into a single optical fiber, which is then coupled into NIST�s custom optofluidic systems. Omicron LuxX multicolored laser system is the only system that is compatible with existing Omicron LuxX lasers in the laboratory. In order to allow for calibrating the new system to NIST�s existing measurement technologies an Omicron system must be obtained. In addition, the required system must also work with NIST�s custom Matlab and LabView software used in existing programs. NIST conducted market research in May 2023 to determine what sources could meet NIST�s minimum requirements. This included surveying vendors through web searches and email exchanges, surveying existing NIST instruments, and discussions with vendors at trade shows. The results of market research revealed that only Market Tech, Inc. (UEI: YZJDSF66WR53) appears to be capable of meeting NIST�s requirements. Market Tech, Inc. is the sole US distributor of the manufacturer Omicron equipment identified that meets the required minimum specifications and is compatible with existing equipment. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier (UEI) number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
