- Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 4 10 Bed Transitional Housing (Austin, TX) The U.S. Department of Veterans Affairs (VA), NCO 17, is seeking a Contractor to assist with the provision of providing Contracted Emergency Residential Services (CERS, through the Health Care for Homeless Veterans (HCHV) program. The intent is to award a base year contract with up to four one-year option periods. The VA is looking for contractors that can provide safe emergency community-based residential housing and quality services for homeless Veterans referred by the Health Care for Homeless Veterans (HCHV) program staff. Goal is to provide services to enhance the stability of homeless Veterans served by HCHV. Housing will be available 24/7, 7 days a week. Placement can be up to 90 days with a 90-day extension based on approval by the program contact. The goal is that a minimum of 65 percent of Veterans will successfully discharge to independent living in the community. The solicitation for this requirement will be available on or about the week of August 11, 2023 with a closing date for proposal approximately 10 days later. The solicitation will be available for download from https://sam.gov/content/home. Interested contractors will be responsible for download copies of solicitation (and any subsequent amendments) from that website. No hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM.gov website so that they are notified of the issuance of the solicitation and any amendments. NAICS code 624211 with a small business size standard of $13.5 Million. The solicitation will be issued for full and open competition. In order to be considered for award, prospective Offerors are reminded that in accordance with FAR 4.1102, offerors must be listed in SAM at the time of offers due and at the time of award. Offerors that are interested in providing Veterans residential housing should be aware that although this contract seeks services for the areas covered by the Central Texas Healthcare System (CTVHCS), HCHV is a national program serving Veterans throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It is also the first specialized homeless program developed by the VA. It represents one of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. Through this contract, the VA seeks to support homeless Veterans served by HCHV by expediting placement of these Veterans into a safe facility. This facility must meet the criteria established both by HCHV clinical staff and VA fire and safety officials. HCHV Contract Residential Housing Veterans are referred to contractors based on a demonstrated need for residential housing in order to further secure transitional or permanent housing as quickly as possible. The program prioritizes Veterans assessed to be highly vulnerable with a high likelihood of death due to homelessness. The facility needs to be currently operating in order to be initially inspected by the VA to ensure operations comply with Federal law and regulations and HCHV inspection standards in accordance with VHA Directive 1162.04. The resultant contract will be a single award, firm fixed (FP) IDIQ awarded to the offeror with residential housing facilities that are located within the Austin, TX (Travis County, TX) catchment area. Priority will be given to facilities within Austin, TX (Travis County, TX). Ideally these facilities should be in centralized locations, near public transportation, and near areas that provide employment.
