Description
This notice does not constitute a request for proposal or request for quotation nor does it commit the government to contract for these services. The intent of this notice is to provide the pre-solicitation notice as required by FAR 5.2, Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date.�� On or about August 7, 2023, the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Customer Acquisition Services (CAS), anticipates issuing a Request for Proposal (RFP) for operational and managerial support for each of the Department of Labor�s Office of Workers� Compensation Program�s Division of Energy Employees Occupational Illness Compensation (DEEOIC)�s eleven stationary Resource Centers located nationwide.. The solicitation will be a 100% Small Business Set-Aside. The NAICS code for this requirement is 541611- Administrative Management and General Management Consulting Services, with a size standard of $21.5 million. The Product Service Code (PSC) for the requirement is R499. Contractors shall not directly contact the Contracting Officer or Contract Specialist to discuss this requirement.� During the solicitation phase, contractors will be provided the opportunity to submit relevant questions.� The government contemplates a single Firm-Fixed Price (FFP) type contract with a period of performance consisting of a 12-month base period, four (4) 12-month option periods. BACKGROUND: Public Law 106-398, the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA), established a program to compensate nuclear weapons program workers who suffered adverse effects from exposure to beryllium, ionizing radiation, and other hazards in the course of their nuclear weapons program-related work. The Fiscal Year 2005 National Defense Authorization Act, signed by President Bush on October 28, 2004, amended the EEOICPA by creating a new system of federal compensation called Part E. Part E is administered by the Department of Labor and affords coverage to U.S. Department of Energy contractors and subcontractors and certain individuals potentially covered by the Radiation Exposure Compensation Act for exposures to an array of toxic substances and chemicals. SERVICE REQUIREMENTS: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the operational and managerial support for each of DEEOIC�s eleven stationary Resource Centers located nationwide. The primary objectives of DEEOIC�s Resource Centers are: Complete and submit EEOICPA claim forms either via telephone or in-office appointment. This will involve preparing claim forms for the claimant�s review and signature. Complete and submit all additional OWCP/EEOICPA forms needed in support of EEOICPA claims either via telephone or in-office appointment. This will involve preparing the forms for the claimant�s review and signature. Complete initial OHQ interviews for Part E cases whenever necessary either via telephone or in-office appointment. Answer claimant questions regarding Parts B and E of the EEOICPA via telephone or in-office appointment. This will include ensuring Resource Center staff have experience with the EEOICPA, the EEOICPA�s governing regulations, all versions of the Federal EEOICPA Procedure Manual, all transmittals that describe the specific revisions to the Federal EEOICPA Procedure Manual, and all EEOICPA Final Bulletins and Circulars. Answer claimant questions regarding all facilities covered under the EEOICPA and the toxic exposure that may have occurred during their employment at these facilities. Provide claimants with status updates on their existing EEOICPA claims either via telephone or in-office appointment. Transmit all documents submitted by a claimant to the Government timely. Including, but not limited to, all new claim forms, all additional OWCP/EEOICPA forms, Part E OHQ interviews, employment and medical records, and all other supplemental documentation. Establish and maintain relationships with Department of Energy field elements and site contractors and with state and executive agencies that assist DEEOIC with the adjudication of claims under the EEOICPA. Answer both claimants and medical providers� questions regarding EEOICPA medical benefits. This may include researching various Government systems for information regarding the status of a claimant�s medical reimbursement and/or travel claim. Conduct and coordinate outreach activities both independently and with/supporting the Government. The purpose of the outreach activities being to solicit new claims and provide the public with information about the EEOICPA. All independent outreach activities must be approved by the Government. Answer phone calls placed to the Government using the Government approved phone system (these phone calls are in addition to answering phone calls placed directly to the Resource Centers � all phone calls need to be answered timely)
