- The purpose of this Solicitation Amendment is to provide feedback for questions posed by industry and to update a response from amendment 0002. QUESTIONS: WHO IS THE CURRENT INCUMBENT? This is a new program so there is no incumbent. Previously we were utilizing disposable containers and having them disposed of. Vendor providing disposal of our sharps was NEIE Medical Waste Services. WHAT IS THE PRESENT PRICING STRUCTURE AND ANNUAL AWARD AMOUNT? The current pricing structure is similar and has estimated weights and is priced per pound. The annual award amount is not relevant as the RMW is combined with other waste streams in the current contract. The work defined in this solicitation does not match the previous contract, it is an entirely new scope. Providing this data would not give a realistic picture to any potential quoter. CLIN 0002AA LISTS THE DISPOSAL PER POUND, IS THIS FOR ALL FACILITIES COMBINED OR JUST THE MAIN HOSPITAL? The listed weights of CLINs 0002AA, 1002AA, 2002AA, 3002AA, and 4002AA are estimated. Please standby for an update on the estimated weights of sharps and site specific breakdowns. WILL DOLLIES BE INCLUDED IN THE CURRENT PRICING FOR 8- AND 18-GALLON INSTALLED CONTAINERS? Dollies shall be included in the pricing for the 8-gallon and 18-gallon containers. THE CONTAINER SPECIFICATIONS ARE CLEARLY MARKED FOR A DANIELS SHARPSMART. NOT ALL SDVOSB VENDORS WORK WITH THAT SPECIFIC COMPANY AS THE RATES FOR THEIR SERVICES ARE OFTEN HIGHER THAN INDUSTRY STANDARD. CAN THE SPECIFICATIONS PLEASE BE MODIFIED TO INCLUDE ANY CONTAINERS THAT MEET STATE AND FEDERAL REGULATIONS? The PWS states the following: Containers must have the following capacities 2, 4, 8 & 18 Gallon; and be Daniels Health S14, S22, S32, and S64 containers or comparable. They must meet all federal, state, and local regulations in addition to the following characteristics: 5.1. Contractor shall provide sharp containers that are puncture resistant, leak proof, tamper proof, UN and USDOT approved, appropriately labeled and compliant with all federal, state, and local regulations. All mobile carts and bulk transport carts must have wheels and be clean and - in good repair at all times. Minimum requirements for the reusable sharp s containers are as follows: Reusable Puncture Proof Must arrive at the medical center fully assembled, via dock location Leak proof in all orientations One hand/one step disposal mechanism Overfill protection design feature built into container (i.e., container must close off automatically once fill point has been reached) Secure/Tamper-Proof to include temporary and permanent locking design features Sight/View port that shows when the container is full 12 Large access Horizontal Drop opening with safety tray restricting hand access for public access areas and open top unrestricted access for secure areas such as lab and OR Available in various sizes dependent upon need Must have a barcode tracking feature on each container for safety and accountability Able to be sanitized using a six-stage wash process to include environmentally friendly cleaning agents to ensure a high level of microbiological efficacy Must meet U.S. Department of Transportation regulations Must be certified to United Nations PG2 specifications for transport of dangerous goods ON PAGE 30 OF 75, BACKGROUND, IT STATES, CONTRACTOR SHALL PROVIDE SERVICE TO COLLECT EACH INDIVIDUAL SHARPS CONTAINER AT THE MEDICAL CENTER, AND ASSOCIATED CBOCS, AND REPLACE WITH REUSABLE STERILIZED CONTAINER . ON PAGE 31 OF 75, 2.2 SERVICING TECHNICIAN, IT STATES THAT TECHNICIAN WILL ONLY SERVICE VAMC. PLEASE CLARIFY IF TECHNICIAN PERFORMS ANY DUTIES AT ASSOCIATED CBOCS AND IF THE CBOCS ARE DOCK PICK-UPS OR DOES CONTRACTOR NEED TO GO THROUGH THE CLINIC TO COLLECT INDIVIDUAL CONTAINERS IN VARIOUS ROOMs? The technician will only provide services at the main hospital. The staff at the CBOCs take care of their own clinics which includes changing out the containers. The vendor will only need to pick up and drop off after the initial install. ON PAGE 37 OF 75, 5.27 STATES, A COPY OF THE MANIFEST/CERTIFICATE OF DESTRUCTION WILL BE EMAILED TO CONTRACTING OFFICER S REPRESENTATIVES (CORS) WITHIN 24 HOURS AFTER SHIPMENT . THE INDUSTRY STANDARD IS TO LEAVE A COPY ON THE MANIFEST WITH THE FACILITY AT THE TIME OF SERVICE, WOULD THIS SATISFY THIS REQUIREMENT? The Government would rather the manifests be emailed. The service occurs during the hours the technician works. Depending on the time-of-service facility CORs may not be present, it may be outside of their normal tour of duty, they may be on vacation, etc. This also ensures both services always have up to date information. ON PAGE 38 OF 75, 5.27 STATES, CONTRACTOR SHALL PROVIDE THE COMPLETED AND SIGNED ORIGINAL MANIFEST/CERTIFICATE OF DESTRUCTION DOCUMENTING THE DESTRUCTION AND FINAL DISPOSAL OF THE MEDICAL SHARPS WASTE TO THE COR OR DESIGNATED REPRESENTATIVE WITHIN 30 DAYS OF THE MEDICAL SHARPS WASTE REACHING ITS FINAL DESTINATION . THE INDUSTRY STANDARD IS TO PROVIDE ALL FINAL DESTRUCTION DOCUMENTS FOR A GIVEN MONTH AT THE SAME TIME (I.E., ALL MANIFESTS FROM JUNE WOULD BE DELIVERED ON JULY 15TH INSTEAD OF SENDING MANIFESTS DAILY AS THEY REACH THE 30-DAY MARK). WOULD THIS SATISFY THIS REQUIREMENT? Please see above. ON PAGE 33 OF 75, 3.1.3 STATES, ALL COLLECTIONS BY THE VENDOR WILL BE CONDUCTED DURING THE TIME THAT THE TECHNICIAN IS ON DUTY (2:30PM-11PM) . HOWEVER, ON PAGE 30, 1.3 PLACE OF PERFORMANCE, STATES PICK UP SERVICE FROM VAMC WILL BE BETWEEN 0500 AND 0800. PLEASE CONFIRM WHICH IS CORRECT. Collections and drop-off of clean containers will occur between 2:30pm and 3:30pm. The dock closes at 3:30pm ON THE PRICING SCHEDULE ITEM #002 HAS A QUANTITY OF 14,257 LB. IS THIS THE ESTIMATED WEIGHT FOR ALL SITES, VAMC AND CBOCS? IF SO, CAN YOU PROVIDE A BREAKDOWN OF THIS WEIGHT BY SITE? The listed weights of CLINs 0002AA, 1002AA, 2002AA, 3002AA, and 4002AA are estimated. Please standby for an update on the estimated weights of sharps and site-specific breakdowns. UPDATES TO PREVIOUS AMENDMENT: Amendment 2 posted to Contract Opportunities on 7/26/23 provided guidance on how the waste was to be disposed of (Autoclaved and landfilled vs. Incineration) Originally the Government stated that they wanted all SHARPS waste to be incinerated and disposed of in accordance with all local, state, and federal laws/guidelines. The government wishes to update this answer to read: The government wishes that all Sharps Waste to be autoclaved and landfilled in accordance with all local, state, and federal laws/regulations.
