Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced contract is anticipated. Requirement is 100% set-aside for service-disabled veteran owned small business. The applicable NAICS is 237310 and the business size standard is $45M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the total magnitude of this project is between $250,000 and $500,000. The location is at various sites within the National Mall and Memorial Parks, 900 Ohio Drive SW, Washington, D.C. 20024. The period of performance is for 180 days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Proposal (RFP) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about August 10, 2023. USDA BioPreferred product categories apply to this acquisition. Project Description: The National Mall and Memorial Parks has a requirement to is to apply an approved Thermoplastic to the listed crosswalks and roadway areas throughout the park so that they are visible to pedestrians, motorists and cyclists. Ensure that crosswalk and road markings are visible to motorists, particularly at night and adhere to the Manual on Uniform Traffic Control Devices (MUTCD and ADA compliance). Crosswalks should not be slippery, create tripping hazards, or be difficult to traverse by those with diminished mobility or visual capabilities. Crosswalk materials must be installed to meet ADA compliance. This is a base funded project with three (3) optional items. The base and optional items are as follows: Base Item � National Mall and Memorial Parks (NAMA) Optional item 1 � Rock Creek Parkway Optional item 2 � Lincoln Circle and Optional item 3 � Buckeye Drive/ Jefferson Memorial The contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, travel, and all other necessary items to complete this project, performing all work in complete compliance with the Statement of Work, maps, and specifications for crosswalks and roadway areas throughout National Mall and Memorial Parks in accordance with solicitation and award in order to ensure quality workmanship. At a minimum, the supplies and materials shall be of a quality to conform to all applicable Federal specifications. The work of this contract includes, but not limited to the following work: A. Using the attached Thermoplastic Federally Approved specifications as a guide, the contractor shall supply a product that meets or exceeds Federal Highway standards. And aerial picture documents; perform the necessary work to apply Thermoplastic to the designated crosswalks and roadway areas. This will include removing old markings as needed to ensure adherence to road surfaces. All work and signage will conform to the MUTCD. B. Provide all necessary traffic control, safety and road signage needed to perform the work in this contract. C. Perform work during time when it will impact traffic the least. Work schedule will be coordinated with the contracting officers representative. Between 8p and 5a. Outside rush hour traffic hours. D. Remove all waste, debris, equipment and signage once work is done. E. Some areas of pavement are uneven, pitted and rough, Contractor will block, tape or stencil areas of concern to minimize Thermoplastic run out. F. Contractor will discuss areas of concern with the COR before that area is refurbished. (You are the professional and know your products and limits) G. During your inspection of ALL areas please make notes to areas that need swept, cleaned, scraped, pressure washed, and dried or any means necessary to insure a good clean bond. H. Contractor must submit for approval documentation of products that will be used in this project. I. Crosswalk materials must meet ADA compliance.
