- This Sources Sought is for market research purposes only. The information gained will be used for preliminary planning purposes. This is not a solicitation announcement for proposals, quotations or bids. Therefore, no contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice is not to be construed as a commitment by the Government for any purpose other than market research. INTRODUCTION The Veterans Health Administration (VHA.) Office of Emergency Management (OEM) has several emergency preparedness and response assessments, plans, planning tools, policies, and procedures that need to be developed or updated. The OEM readiness planning during and following the response to the COVID-19 pandemic was limited as the organization was focused on response operations. Following the response to the pandemic, OEM Plans needs to ensure it not only updates existing response assessments, plans, planning tools, policies, and procedures but also develops products where they do not exist. OEM needs a standardized Hazard Vulnerability Analysis, supporting guidance for healthcare organizations, organizational risk assessment, and an All-Hazards Response plan Specifically, OEM seeks a partner to support the following objectives: Develop a standardized VHA. Hazard Vulnerability Analysis report. Database. Develop playbooks to prepare for VHA internal stakeholders to respond to and recover from hazards identified in risk assessments. Template. Develop a standardized VHA HVA template that factors in the needs of multiple internal stakeholder groups. Guidance. Develop guidance for VHA medical facilities on how to complete an HVA. Change Management Strategy. Develop a change management strategy to support the new HVA template and guidance. Survey. Facilitate completion VHA. HVAs. Report. Conduct analysis on VHA. HVAs and develop a VHA HVA report that includes risks and mitigation strategies at the Administration, VISN, and facility levels. Develop a VHA Threat Hazard Identification Risk Assessment report: White Paper. Conduct a crosswalk for National Preparedness Core Capabilities for VHA facilities and develop VHA Capability targets. Template. Develop a VHA THIRA template. Guidance. Develop VHA THIRA guidance. Change Management Strategy. Develop a change management strategy to support the new THIRA template and guidance. Survey. Facilitate completion of VHA. THIRAs. Report. Conduct analysis on VHA. THIRAs and develop a VHA THIRA report that includes risks and mitigation strategies at the Administration, VISN, and facility levels. Develop a VHA. All-Hazards Response Plan: Plan. Develop a VHA. All-Hazards Response Plan. Develop playbooks to prepare for VHA internal stakeholders to respond to and recover from hazards identified in risk assessments. Playbooks. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. Capability Statements: Interested parties, small or large organizations, should submit capability statements for this request via email to anthony.zibolski@va.gov no later than 08-03-2023 at 08:00 AM Eastern. Sources Sought Number 36C10X23Q0263 shall be included in the subject line of email response. Requested Information: Provide your firms contact information, such as, name and address of firm, phone number and e-mail address, business size (including SBA VetCert if applicable) and Unique Entity Identification number. Experience: Describe any recent (within the past 3 years) and relevant (similar scope) experience as a contractor (specify prime or sub), where you have supported similar requirements with similar tasks and deliverables. Indicate contract numbers, Government point of contacts, values and number of employees used in completing the contract tasks. Your response must include sufficient details to assure the Government of your firm s capability to perform the objectives outlined above. Existing Contracting Vehicles: If the respondent has a GSA FSS contract or another applicable contract, indicate so, and include how your exiting contract is within scope of this requirement. Please include any additional information that may not be covered from the above referenced questions you deem relevant for the Government to know, or be aware of, about your firm, services and industry overall (i.e., best in class practices in the marketplace) that may assist the Government.
