Description
Instructions: This Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice is marked as proprietary and will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this notice. This notice is being issued in an attempt to determine the level of interest among all socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. This action is to perform market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; (3) Small or emerging small business firms; or (4) large business firms to set aside a multiple award contract. SCOPE OF WORK: The intent of this Contract is to have one IDIQ contract to provide all vehicles, supplies, materials, equipment, labor, personnel, supervision, management, and transportation to furnish Basic Life Support and Advanced Life Support, and Wheelchair (BLS/ALS/WC) ground ambulance emergency transport services to eligible VA beneficiaries of the CVAMC. The Contractor shall provide response in ALS/BLS vehicles and/or car and wheelchair transports with the time frames specified in the contract. Contractor's ambulance vehicles used in the performance of this contract shall meet the current specifications of Federal Specification KKK-A-1822E. The Contractor shall comply with all licensing and other applicable requirements of federal, state, and local government regarding the operation of patient transport ambulance services. Contractor care shall cover the full range of paramedic and ambulance services as provided in the local community. Paramedics responding shall bring equipment/supplies required by state regulations. The Contractor shall supply ALS equipment and medication to include, but not limited to, cardiac monitoring, intubation equipment, automated external defibrillator (AED), laryngoscope, pulse oximetry, glucometer, portable 02, protective clothing, and written procedures. Performance shall be in accordance with the requirements contained in this PWS and standards of the Pennsylvania Department of Health and Human Service, Bureau of Emergency Medical Services. The Contractor shall complete all required training by the CVAMC to include, but not limited to, Privacy Training and Computer Security Training. See attached Draft PWS for additional information. The anticipated contract issued will be one one-year Emergency IDIQ. This Emergency Ambulance contract for Coatesville VAMC will be no longer than one year. This will allow time for a new long-term 5-year IDIQ to be awarded. All interested firms who can meet the requirement should respond, in writing, and provide the following: 1. Please describe your business in a Capabilities Statement. 2. Please provide your SAM UEI number. 3. Please provide your location. 4. What is your Socio-Economic status? 5. If you are not capable of fulfilling all requirements, would you be willing to agree to be part of multiple awards? - If you are willing to participate in multiple awards, what portions or amount of the work are you capable of fulfilling? Please explain. 6. Explain any subcontracting opportunities. Solicitation 36C24423Q1086 Coatesville Ambulance Transportation Services has been assigned and should be referenced on all correspondence regarding this announcement. The NAICS Code 621910 is applicable to this acquisition, with a Business Size Standard of $22.5 M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Systems for Award Management (SAM) database prior to award of a contract.
