- In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2), this SOURCES SOUGHT is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated, and all information becomes property of the Government upon submission. The Government seeks to determine the business type (i.e., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Large business etc.) and capability of interested firms. The project includes construction services for boiler replacement serving the Canandaigua VA Medical Center, Canandaigua NY. The purpose of this project is to replace the existing campus boiler plant with a new system, to be located in the addition on the east side of the building 12 Boiler Plant. The age of the existing steam boilers and accessories indicates that they have reached their expected lifespan and should be replaced to ensure the safe, efficient, and reliable functioning of the heating system boiler plant into the future. The general scope of this project is to provide the construction services for the replacement of the existing steam boilers and their ancillary equipment. These services include analyzing existing conditions, projecting future load changes, and designing new units for the expected future loads. The intent is to provide the new complete boiler system in the building 12 addition, including all piping, equipment, and controls. The new system will be readily switched over to operation without removing the current system. Once the new system is operational, the contents of the original boiler plant will be decommissioned, and equipment and piping not needed will be removed. This will include remediation of hazardous materials. After the original boiler plant equipment is removed, the area will be renovated into a workshop space. The space previously used as a fuel bunker on the east end of Building 12 will be converted to a two-level storage area. The approved drawings and specifications will be included in the solicitation. EXISTING CONDITIONS Building 12 was originally constructed as the boiler plant for the Canandaigua VAMC campus in the 1930s. It has undergone a series of expansions over its lifetime, with the most recent as-built drawings having been completed in 2019. Building 12 currently contains three dual-fuel (oil and natural gas) fired water tube boilers (Boilers 1, 2, and 3) and two biomass boilers (Boilers 4 and 5) supplying steam service to the campus. In addition to the boilers, building 12 contains 3 generators one steam driven generator capable of supplying both building 12 and exporting to the campus electrical system, one 480V diesel generator acting as both a backup power source for building 12 and capable of exporting to the campus electrical system, and one 4160V diesel generator providing power to one of the emergency power distribution systems on the campus. Additionally, building 13 contains a 208V diesel generator that supplies power to a portion of building 12 and to building 16 (the fire station). The two biomass boilers and the steam driven generator have been removed from the building, but some of the piping, wiring, and ancillary equipment that remains will need to be removed as part of this project. PROJECT PHASING Construction of the new heating plant is intended to proceed independently of and without disrupting the operation of the existing heating plant. At the point where the new plant is complete and able to become operational, commissioning will commence while the existing boilers support the facility load. It is anticipated that the existing and new heating plants will need to be available for operation concurrently for 30 days. Once this is complete, and the new plant has been confirmed to be fully operational the decommissioning and demolition of the existing heating plant may begin. After the existing heating plant is removed, the space will be renovated into a workshop. SCHEDULES The work shall be substantially complete no later than 540 calendar days after notice to proceed. The proposed project will be a competitive, firm-fixed-price contract. The solicitation will be posted on or around September 2023. In accordance with Veteran Affairs Acquisition Regulation (VAAR) 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. The North American Industry Classification System (NAICS) code for this action is 238220 with a size standard of $19.0 million. The duration of the project is currently estimated at 540 calendar days from the issuance of a Notice to Proceed. Please note: The analysis of the results produced from this market research effort will help finalize the procurement method and socio-economic set-aside. CAPABILITY STATEMENT: Interested contractors shall provide a capabilities statement with the following information: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 238220. Also, provide business type (i.e., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, Large business etc.). Section 3: Provide the prime contractor s available bonding capacity in the form of a letter of intent from your bonding company. Section 4: Provide any relevant projects that your company has performed WITHIN the past ten (10) years that supports the same or similar requirement. Please include the project title, description, contract value, start and completion date of each relevant project. Interested contractors shall submit their response via email (electronic submission) of no more than ten (10) single sided pages. This response must be submitted as a PDF document (not scanned) that is no more than 10MB in size. Hard copies will not be accepted. Responses shall be submitted via email to Tanya.Baldwin@va.gov by August 11, 2023 by 2:00 PM ET. Phone calls will not be accepted. The Capabilities Statement submitted in response to this Sources Sought Notice shall not be construed as a bid or a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government and offeror nor will the Government pay for information solicited. Evaluation letters will not be produced and/or issued to the respondents. Currently, no solicitation exists. If a solicitation is issued, solicitation materials consisting of the bid or proposal instructions, details, specifications, drawings and contract forms will be available on https://sam.gov/content/opportunities in electronic format only. All the interested offerors shall monitor the site for the release of any solicitation or synopsis.
