Solicitation Number: NRMAH0002301131SML Notice Type: Sources Sought Synopsis Title: Chelsea Technologies Laboratory Single-Turnover Active Fluorometer Response Date: August 5, 2023 This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) uses a Laboratory Single-Turnover Active Fluorometer (LabSTAF) in support of a project to resolve the marine chlorophyll fluorescence signal through hyperspectral radiometry. A crucial part of this process is measuring the fluorescence signal using an instrument such as a LabSTAF to compare with similar observations from satellites. INTENDED USE/PURPOSE: Single Turnover Active Fluorometery (STAF) is used for non-invasive primary productivity assessment in the field. LabSTAF is the next generation of STAF-based primary productivity instrumentation which can be used in all environments: from reservoirs and lakes to open oceans. The system combines unparalleled sensitivity with a wide dynamic range, allowing for measurements in extreme oligotrophic waters, open oceans, coastal waters and lakes. The highly automated platform runs continuous Fluorescence Light Curves (FLCs), improving the accuracy of STAF-based PhytoPP assessment for greater precision at low biomass, correction of spectral errors, baseline fluorescence and the package effect. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: Applications: Measurement of PSII photochemical flux per unit volume (JVPII) to provide an upper limit to PhytoPP at high spatiotemporal scales.
