Description
This sole source award was made based on the below approved justification IAW FAR 6.303-1 and is provided for public review in accordance with FAR 6.305. Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1) Simplified Acquisitions 1. Identification of the agency and the contracting office. Bureau of Land Management, Central Coast Field Office, 940 2nd Ave. Marina, CA 93933 2. Description of supply or service required to meet the agency's needs. (Requestor) Repair of the rear axel in both 2-wheel and 4-wheel driver standard operations of the 2005 John Deere 310SG Backhoe Loader Asset Number: 73349 - LOADER, TRACTOR, WHD, 4X4, W/BKHOE, WCF Serial Number: T0310SG949975 CE Number: 40015049 Cost Center: LLCAC09300 Inventory No.: LI00212E 3. The rationale or circumstances for limiting competition. There is a limited number of John Deere vendors that can perform this repair in proximity to the Field Office. The office is requesting limited competition to reduce the overall repair cost. The 310SG backhoe loader in its current state requires substantial crane/boom and towing cost to be mobilized to another repair shop for additional diagnostics to receive additional quote of services. The Field Office hopes to minimize all overhead associated with this associated with this critical repair including but not limited to: the amount of lost Implementation Crew staff time, excessive Implementation Crew's travel time, minimize the carbon footprint, and additional crane and towing rental fees, fuel, and exhaust. Pape Machinery's is the closest location to meet all of these requirements: the equipment is already located on site so no additional Implementation crew staff time or travel is needed, no additional equipment is needed to operate to move the equipment so no additional fuel will be burned, and no rental equipment is required to move the equipment to the repair show. The next nearest repair location is over 2.5 times away, effectively doubling Implementation Crew's labor and overhead fuel costs one way. Pape Machinery completed the initial diagnostic investigation and has been the Field Office's repair shop for annual maintenance and inspections for the past three years due to their proximity to where the equipment is store at the Ford Ord Work Center. Utilizing Pape Machinery's services has kept equipment down time and staff labor costs to a minimum. 4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted. Market Research was conducted by searching both GSA and available internet searches of heavy equipment repair shops. No GSA repairs were found with a John Deere 310SG backhoe within the Sacramento Area. Two repair shops within the Sacramento area independently contacted for preliminary cost estimates and expected turnaround time was several months out for both points of contact. The repair of the roads is critical for allowing the public's access to public lands within the Central California District. In general, the Central Coast Field office is the primary Implementation Crew available to the Central California District's four field offices for internal heavy maintenance activities. Due to the 2023 early natural disasters, which caused extensive damage across the Central California field office, limitation of down time is of extreme importance. All means to limit both the overhead cost and down time are of top priority to ensure all Central California District's roads are restored to operation before the public's peak summer visitation. 5.
