Description
NOTES TO VENDORS: This procurement is being conducted FAR Part 13 Simplified Acquisition Procedures; therefore, competitive range determinations as provided for in FAR Part 15 Contracting by Negotiation, are not applicable under this FAR Part 13 acquisition.� The solicitation number is 12639523Q0255 and is being issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04.� The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 � Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a small business size standard of $12.5 Million. This procurement is a Total Small Business Set-Aside in accordance with FAR 52.219-6. Vendors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. USDA anticipates awarding one (1) Firm-Fixed Price contract from this solicitation for two Preventative Maintenance services (semi-annual), with one line item for indefinite quantity services (as needed maintenance and repairs, see Section A.3.3). USDA anticipates the resulting period of performance will be August 15, 2023 � April 30, 2024. Place of performance: Services shall be rendered on-site at the USDA, AMS, Memphis Classing Office located at 3275 Appling Rd, Room 6, Memphis, TN 38133. Vendors submitting a quote should review the full text located at www.acquisition.gov/FAR. This includes provision FAR 52.212-1 Instructions to Offerors�Commercial Items and clause FAR 52.212-4 Contract Terms And Conditions - Commercial Items. (See Section D). Some provisions that must be filled out and returned are attached, including FAR 52.204-24 and FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (if not completed or updated in SAM.gov). (Section E) Evaluation Key Factors: Evaluation - Commercial Services The Government will award a contract resulting from this solicitation to the responsible Vendor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate�offers: Technical Approach - The Contractor shall provide a technical approach to specifically address the scope of services required within this Statement of Work. Experience: The Vendor must submit a minimum of two (2) but no more than five (5) separate projects within the last 5 years of the closing date of this solicitation that details experience that is similar to the scope and magnitude of this requirement. Vendors shall complete Attachment 2� - Vendor Experience Sheet, and submit a completed sheet for each project referenced. �Past Performance: Past Performance will be evaluated for the projects submitted for the experience factor. The Vendor shall include complete contact information for each customer for each project submitted within the Attachment 2 - Vendor Experience Sheet. The government reserves the right to contact references to verify any information provided. In the case of a Vendor without a record of relevant past performance or for whom information on past performance is not available, the Vendor�s quotation will not be evaluated favorably or unfavorably on past performance. Price: The Vendor shall submit their price quotation by utilizing the Attachment 1 � Vendor Quotation Sheet attached to this solicitation. The Vendor shall only fill in the blue shaded areas of the pricing template for the initial Base Period and all option periods. The total quoted price will consist of the two preventative maintenance services (pre and post cotton season, See Section A.3.2.). Labor rates proposed for as needed maintenance and repairs (See Section A.3.3.) within line item 0003 will not be included within the total evaluated price; however, proposed fully burdened rates for the labor disciplines proposed will be evaluated for price reasonableness. Technical factors and past performance, when combined, are about equal when compared to price. A written notice of award furnished to the successful quoter shall result in a binding contract without further action by either party. Solicitation Question Submission & Site Visit: Questions: Questions are due Friday, August 11, 2023 at noon CDT. All questions/inquiries must be submitted via email to the Contract Specialist, Matthew Phillips, at Matthew.Phillips3@usda.gov. Inquiries submitted via telephone will be redirected to an e-mail submission.� Questions will be answered by USDA and responses will be posted to the SAM.gov solicitation via amendment. Late questions will be answered at the discretion of the Contracting Officer. Site Visit: Vendors are highly encouraged to attend the site visit to familiarize themselves with the bale presses located within the Memphis Classing Office to ensure a thorough understanding of the services required. The site visit shall be held on Wednesday, August 9, 2023 at 1:00 p.m. at the USDA, AMS, Memphis Classing Office located at 3275 Appling Rd, Room 6, Memphis, TN 38133. Site Visit attendees shall send an e-mail to the Contracing Officer, Matthew Phillips (matthew.phillips3@usda.gov) prior to August 9, 2023 to reserve a spot. Vendors will be given site-specific directions from the Contract Specialist. Submission Requirements and Quote Due Date: Vendors shall submit the quotation package in its entirety to the Contracting Officer, Matthew Phillips, via e-mail at Matthew.Phillips3@usda.gov. Vendors who fail to complete and submit the requirements of this solicitation may be considered non-responsive. Quotations received prior to the RFQ closing date and time, August 18, 2023 at 12:00 p.m. Central Time will be considered by USDA. The Vendor�s Quotation shall include the following: Attachment 1 � Vendor Quotation Sheet (completed)(Template attached to solicitation) Attachment 2� - Vendor Experience Sheet (completed) (Template attached to solicitation) Technical Approach Narrative (shall not exceed 2 pages in length)(Vendors shall submit the Technical Approach Narrative within a Microsoft Word or .PDF file).
