- The Department of Veterans Affairs, Network Contracting Office 2, hereby provides notice of its intent to award a sole-source, firm-fixed-price emergency contract to Aqua Sciences, 565 Fillmore Ave, Tonawanda, NY 14150. The contract will provide emergency repair services to the Reverse Osmosis Water System for the Buffalo VA Medical Center, 3495 Bailey Avenue, Buffalo, NY 14210. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described herein except as may otherwise be specified. Contractor shall provide labor, travel, and parts necessary to perform system repair on the existing Reverse Osmosis (RO) water system, returning the system to its optimal operating condition, stipulated by the manufacturer's factory specifications. Contractor shall provide travel, labor, parts, tools, and equipment necessary to perform repair, re-pipe pure water system post treatment from storage tank to loop feed point, including: Change post treatment plumbing materials from polypropylene to schedule 80 PVC. Piping in same size as exciting, follow exciting flow-path and configuration. Connect PVC to polypropylene loop piping immediately after post-treatment system. Re-pipe RO feed pre-treatment piping in schedule 80 PVC (same as exciting). Re-pipe RO bypass (from post water softener to distribution pump outlet) in schedule 80 PVC. Replace pressure gauges with new similar items. City Booster pump supply and installation, including necessary schedule 80 PVC plumbing parts and installation hardware. Repair the existing RO Water System, returning it to the operating condition stipulated by the manufacturer's factory specifications. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than August 03, 2023, at 2:00 pm, EDT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C24223Q1042 Reverse Osmosis in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Lisa Harris by email at Lisa.Harris4@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
