Description
NOTICE OF INTENT for project�MRL-M St. Johns Bayou Ditch Scours Repair. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopsis of Proposed Contract Actions�. The U.S. Army Corps of Engineers, Memphis District, Contracting Branch intends to negotiate/award a sole-source firm-fixed contract with Tarpan Construction, LLC. MRL-M St. Johns Bayou Ditch Scours Repair project, the work consists of furnishing all plant, labor, and materials and any incidental related work according to the plans and specifications for armoring the right and left descending banks along St. John�s Bayou Outlet Channel upstream of Mud Ditch in New Madrid County, Missouri. The project will also include grade control structure located up-steam of the confluence of St. John�s Bayou Channel and Mud Ditch. It is intended that the work described herein shall be constructed using riverine methods. The work shall be located at the downstream side of the St. John's Outlet structure and upstream of the confluence of St. John's Bayou and Mud Ditch, west of New Madrid, Missouri., approximately as indicated. The exact location will be indicated on the contract drawings. Sequence of major activities which disturb soils: excavation and installation of riprap. The total area of the site, within the right-of-way limits, is approximately 18.6 acres, of which 9.2 acres may be disturbed during construction. As mentioned above, this project consists of armoring the right and left descending banks along both St. John�s Bayou Outlet Channel and Mud Ditch in New Madrid County, Missouri. The project site is east of New Madrid, Missouri. The purpose of this project is to armor the right and left descending banks along Mud Ditch to provide protection against future bank scouring that could threaten the integrity of the Mississippi River Levee which runs parallel to the Mud Ditch. Another purpose of this project is armoring the right and left descending bank running parallel to St. John�s Bayou Outlet channel. A grade control structure will be placed across St. John�s Outlet channel and Mud Ditch to prevent head cutting up Mud Ditch and St. John�s Bayou Outlet Structure. The left descending bank will be armored from the outlet of Mud Ditch to just pass the end of the borrow area on the left descending bank of St. John�s Bayou Outlet channel. Access to the project will be from Missouri highway WW. A set of construction drawings showing the project location, details of the scour repair, and the details of installation of the environmental protection measures will be located on the construction site at all times. The Project is located in New Madrid County, Missouri.� The statutory authority for this non-competitive acquisition is 41 United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; this is a follow-on contract available only from the original source and it is likely that award to any other source would result in substantial duplication cost to the Government that would not be recovered through competition and would result in unacceptable delays in fulfilling the Government�s requirements. THE SOLICITATION WILL NOT BE POSTED. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, any interested sources may submit a capability statement to the contracting officer on or before the notice end date of 14 August 2023 at 10:00am CDT. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
