- ?.## ADDENDUM to 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) QUOTE EVALUATION AND BASIS FOR AWARD GENERAL INFORMATION This solicitation is for a Single (all or none), Firm Fixed-Priced Award contract for all services required under the attached Statement of Work (SOW). The Government intends to award a contract to a qualified Vendor deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote conforms to the RFQ's requirements and is judged to represent the Best Value to the Government. The Best Value is the most advantageous quote, price and other factors considered, and consistent with the Government's stated importance of evaluation criteria. This may result in award being made to a high-rated, higher-priced Vendor where the Contracting Officer determines that the Technical Capability of the higher-priced Vendor outweighs the cost difference. Evaluation of quotes will be conducted in accordance with FAR Subpart 13.106-2 procedures. The Contracting Officer will conduct quote compliance review after solicitation closing for determination of basic quote adequacy. Failure to provide a complete quote as required by the solicitation, may result in the quote being removed from further consideration for award. Noncompliance with the RFQ requirements may raise serious questions regarding a Vendor s technical and/or cost performance and may be grounds to eliminate the quote from consideration for a contract award. Failure to include all information requested may adversely affect the evaluation. A quote that merely reiterates or promises to accomplish the requirements of the RFQ will be considered unacceptable. A Quote that is not presented in an orderly format may be considered noncompliant with solicitation instructions, may not be evaluated and may be removed from consideration for award at the discretion of the Source Selection Authority. A quote that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation. TECHNICAL EVALUATION 2.1 The Government will rate a Contractor's Technical response/submission at the factor level by team consensus, using an adjectival rating that most accurately defines the Contractor s technical merit considering all subfactors identified in this section. The rating includes consideration of the strengths, weaknesses, and deficiencies of all sub-factors and elements. The evaluation will be divided into the following two (2) subfactors. All subfactors are of equal importance. A rating will not be given at the subfactor level or by an individual rater. Specifications: The evaluation of the Specifications subfactor will evaluate whether the proposed equipment meets or exceeds the salient physical, functional, or performance characteristics specified within the Statement of Work (SOW). Capability and Experience. The evaluation of the Capability and Experience subfactor will evaluate and measure capability and experience to determine the extent to which the vendor has previously provided recent and relevant services in respect to the following elements: Demonstrates relevant experience with a minimum of one contract where similar audio/visual services were successfully provided. Capability demonstrates the vendor is relevantly staffed to support this requirement. Explain how you will respond to Emergency requests within 4 hours, 24hrs/day, 7 days/week. Inoperable Audio/Visual components will be repaired or replaced at VBA expense and installed by the contractor within 10 days Capability demonstrates that the vendor can establish processes and assign appropriate resources to effectively administer this contract . PRICE EVALUATION The Vendor shall complete the Schedule of Supplies/Services attached to the solicitation. Price shall be evaluated to determine if it is fair and reasonable in relation to the solicitation requirements. The Government will evaluate price by adding the total of all line item prices, including all options. The total evaluated price will be that sum. The Government will evaluate its option to extend services at FAR Clause 52.217-8 by adding six (6) months of the Vendor's proposed price for the final option period to the Vendor's total proposed price. Thus, the Vendor's total price for the purpose of evaluation will include the total price for the base period, 1st option, 2nd option, 3rd Option, 4th Option, and 1/2 of the 4th option period.
