- QUESTION IN BLACK & RESPONSES IN RED. 1. Would the Government entertain a longer Period of Performance? The period of performance can be extended to no later than November 17, 2023 if needed due to unforeseen circumstance, however the services are to be completed within the timeframe stated in the solicitation. 2. Would the Government entertain awarding separate contracts for each location? No. The vendor must be capable of completing the entire requirement of the contract. 3. If multiple crews are used at the same time at each site, will the Government have escorts available for each team or will the contractor have access to all buildings/rooms with a master key? Each location is unique in that there may or may not be a need for an escort. In the past some locations were able to provide keys for access. Regardless, we will ensure that you have access to the various spaces. 4. At Perry Point, will contractor be able to coordinate use of onsite boom lifts (e.g., JLG)? No. The vendor will need to provide all necessary tools and equipment to perform the job including anchoring from rooftops. 5. Would the Government please confirm, by name and certification, of the required 30 Hour and 10 Hour OSHA training? Per Emmanuel Mbong, Safety Specialist, this training is not required for window washing and therefore does not apply to the requirements of this contract. 6. At Perry Point, Bldg. 9H please confirm if the glass solarium is required per the contract. Yes, the glass solarium will need to be cleaned. 7. At Loch Raven, it was pointed out that all construction areas would be inaccessible and not required per the contract. Perry Point also has several areas that would pose a safety hazard should they be required. The Grist Mill, for example, has a steep drop off with overgrown vegetation and a side of the building that appears to require water access. Would the Government please confirm how these areas should be addressed? Any area within the confines of a construction zone will not be cleaned. The exterior of the Grist Mill on the side with the steep drop off and needing access via water will be avoided. 8. I have a quick question for you regarding this requirement. What is the desired time frame for completing the window cleaning? Located on page 1, block 20 of the solicitation (SF1449) is the period of performance: 8/20/23 - 9/30/23. 9. Is this only one job, with no recurring work? Only one job, no recurring work 10. Are you aware that SDVOSB certification has been reassigned, resulting in a very lengthy waiting period for recertification? Is there a work-around for previously certified businesses? Refer to FAR 19.1403 11. What is the distance between the three sites? Review the site visit schedule in the solicitation and use a map to check the distance between the sites. 12. Is there a current contract and/or budget in place for this project? No 13. When is an available date to see the said sites? Please review the solicitation and attachments for the answer to your questions. 14. how do you want your proposal done? what s the address for Place of Performance. Review the solicitation (SF 1149) in its entirety and complete the Price/Cost Schedule. The place of performance is listed within the SOW & the site visit schedule. 15. Is there a day for the viewing of the said site. Please review the solicitation and attachments for the answer to your questions. 16. Are we removing the screens to clean them? The SOW requires that the screens be cleaned. You may have to unscrew screws or bolts to get the screen out to clean it thoroughly. If you notice any damage prior to removing the screen, or if there are any issues with removing a screen, inform the EMS site representative. 17. Who will provide PPE to enter patient rooms? The vendor shall provide their own mask when entering a patient care area. The government will provide gowns and gloves where needed in patient care areas. 18. Are their water hose access points around the buildings? There are water hose connections throughout the facility however not all buildings have these connections.
