- Title Reagents for The Olink� Signature Q100 system Product Service Code: 6550 NAICS Code: 334516 Place of Performance: Bethesda, MD 20892 POTS: 23-009945 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Olink Proteomics Inc. 130 Turner St. Building 2, Suite 230 Waltham, MA 02453 on a sole source basis for the procurement of reagents for the Olink� Signature Q100 system used by the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC). The Critical Care Medicine Department (CCMD) currently owns the Olink� Signature Q100 system. This system is a very unique technology that will only operate effectively with genuinely manufactured parts and supplies. The system is designed for the simultaneous detection of proteins from very small volumes of samples using a high reliability system on BAL samples. This procurement will consist of the following items that must be used with the equipment, Olink Target 96 Inflammation Reagent Kit, Olink� Target 96 Cell Regulation Reagent Kit, Olink� Target 48 Cytokine Reagent Kit, Olink� 96.96 IFC for Protein Expression and Olink� 48.48 IFC for Protein Expression. Olink reagents are the only reagents that are compatible with the equipment and use of any other reagents would jeopardize the functionality of the equipment. The Olink System reagents are not interchangeable with other manufacturer's reagents. Due to the ongoing research, it is imperative that CCMD continue with OEM products to ensure that the equipment operates properly and accurately for the outcome of the research. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date Aug 07, 2023 and time marked in this notice.
