- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) SAM UEI (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Department of Veterans Affairs, VA Greater Los Angeles (GLA) Health Care System is seeking an authorized dealer or contractor qualified to perform expansion and upgrade of the existing video security surveillance (VSS) system with infrastructure cabling and fiber upgrades to allow for the installation of new equipment as well as the extension and enhancement of existing equipment to the GLA Public Safety Integrated Network (PSIN) for VA GLA Police and Emergency Management Services to 10 buildings at the West Los Angeles Medical Center. The VSS System expansion and upgrade is a continual process as the West Los Angeles Medical Center and other 10 clinics of the GLA VA Healthcare System continue to be renovated, expanded, and rebuilt. The VSS System is a critical and primary part of the PSIN enabling the safety and security of Veterans, staff, and the public throughout the GLA VA Healthcare System which covers 11 medical centers across a 22,000 square mile area. The required expansion and upgrades to the VSS System for GLA VA Healthcare System include additional/replacement cameras, cabling, installation, and technical services for Buildings 113, 114, 115, 158, 214, 217, 222, 337, 500 (Canteens), and 506. Cameras must be compatible with existing systems to include specific software (QOGNIFY (ONSSI) Video Management Software (VMS)), communications systems (Motorola Solutions), and networking systems (Cambium Networks). To ensure interoperability with existing VSS System, the vendor must have the following training/certification: Vigilant Certified technician, Hanwha Techwin Authorized technician, Avigilon Certified technician, QOGNIFY (ONSSI) Video Management Software (VMS) Certified, Cambium Networks Certified, R-56 Certified, Motorola Solutions Premier Service Partner (PSP), and US Secret Service (USSS) clearance for physical access to the microwave RF site. The vendor shall be an OEM, authorized dealer, authorized distributor or authorized (or certified) reseller for the proposed equipment and/or services contracts for maintenance of equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM, if applicable. All software licensing, warranty and service associated with the supplies, equipment and/or services contracts for maintenance of equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541519 Information Technology Value Added Resellers (150 Employees) (Exception 18). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Veteran Small Business Certification (VetCert) located at https://veterans.certify.sba.gov/. All interested vendors should submit information by e-mail to william.cook2@va.gov. All information submissions shall be received no later than 12:00 PM Pacific Daylight Savings Time on Monday, 08/14/2023. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
