- 1. SOURCES SOUGHT NOTICE: �This Sources Sought Notice is for market research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote (RFQ) /Request for Proposal (RFP), nor will it be utilized to determine if a vendor is qualified to submit a RFQ/RFP for any future/potential requirement. The notice and the information received will not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this request. All future/ proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request.�This announcement is not an RFQ or RFP and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.��This is a Request for Information (RFI) only. This RFI is in support of market research being conducted by 45th Contracting Squadron (45 CONS) to determine potential sources capable of fulfilling all requirements associated with this requirement. The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of Small Business firms that can support this requirement as a prime contractor. 2. SCOPE OF WORK: 45 CONS is publicizing this Sources Sought Notice to gather industry information and input with respect to anticipated requirement to replace all PAPI (Precision Approach Path Indicator) lights located at the Skid Strip facility B50305 on Cape Canaveral Space Force Station (CCSFS). The work shall include all labor and materials to remove the old system and install the new system. per UFC 3-535-01 (Visual Air navigation Facilities). Each end of the runway has 4 PAPI lights that work together as a single navigation device for pilots. Work includes Demo of 4 east and 4 west lights to be replaced with new. In addition, the following will be required, replace peripherals associated with PAPI light replacement. Work and materials must Comply with Certified FAAL-880 & L-881 AC 150/5345-28 (current edition) Precision Approach Path Indicator Lighting. After installation the lights will need to be leveled and a flight check will need to be performed using UFC 3-535-01 FAA and 3-7.3 Photometric Requirements. The intent is to provide sound, secure, and compliant runway approach lights to support Space Force�s Space Launch Delta 45 mission. �PSFB is conducting market research to determine the existence of potential sources to provide all equipment, tools, labor, and material to replace PAPI Lights on CCSFS. IAW FAR 36.204(b) Disclosure of the Magnitude of Construction Projects, the estimated price should be between $100,000 and $250,000. 3. NAICS INFORMATION: This Sources Sought Notice is relative to NAICS code 238210 � Electrical Contractors and Other Wiring Installation Contractors. The Small Business size standard for this NAICS code is $16,500,000. 4. INSTRUCTIONS: Small Businesses are invited to respond to this market survey to determine market capabilities. All interested firms should submit a capabilities package that includes: The firm�s capabilities in providing the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided including but not limited to a description of similar services offered to the Government and to commercial customers. Unique Entity Identifier (UEI), Cage Code and System for Award Management (SAM) expiration date. A brief description of their company's: Business size (i.e., annual revenues and employee size) Business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) Anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. 5.
