- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Contracting Activity: Department of Veterans Affairs, VISN 5 Veterans Affairs Medical Center Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This contract requests support for the procurement of BioPac system, which is a continuous blood pressure monitoring device for use in our grant-funded research study. This funded CSRD Merit Review Award RFA CX-21-001 entitled Low Intensity Focused Ultrasound for Tobacco Use Disorder: High Resolution Targeting of The Human Insula was awarded to Dr. Mary Lee within the Research Service of the Washington DC VAMC (DC VAMC). This is a critical device for the study completion with our veteran patients. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Please see Sole Source Certificate provided from BioPac Systems. There is no other device that collects continuous blood pressure readings with the same technology that is compatible for use with the laboratory computers. Moreover, the software package included in this request provides the data in the desired format for analysis and subject comparisons. Description of market research conducted and results or statement why it was not conducted: Market research conducted and there is no other device found. Sole source certificate provided. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
