Description
Notice of Intent to Sole Source In accordance with FAR 6.302-1, 10 USC 3204 The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Strategic Operations, Inc. for the Naval Expeditionary Medical Training Institute (NEMTI), and Navy Trauma Training Center (NTTC), Camp Pendleton & Los Angeles, CA. NEMTI and NTTC each have a requirement for Abdominal and Chest Advanced Surgical Skills Package (ASSP) Simulator consumables for abdominal trauma procedures and chest trauma procedures, respectively.� The vendor shall provide 20 ASSP Simulator consumables and two Subject Matter Expert for each of eight training exercises per year at NEMTI and for each of the eight training exercises per year at NTTC. The Abdominal and Chest ASSP Simulator consumables are an expansion of human worn cut suits and shall be compatible with the human worn cut suits, manufactured by Strategic Operations, currently utilized by NEMTI and NTTC. The ASSP Simulator consumables shall be capable of integrating with a human worn cut suit simulator to mimic Point of Injury (POI), emergency assessment, and treatment processes with live human interaction. The ASSP Simulator consumables shall be capable of user customizable wounds. The ASSP Simulator consumables shall be capable of simulating repair procedures including stenting/ligation of injuries of the aorta, common iliacs, external iliacs, internal iliacs, and the inferior vena cava.� The ASSP Simulator consumables shall be capable of mimicking the following abdominal and chest trauma procedures: Abdominal - Hemorrhage control in all four quadrants by packing with laparotomy pads - Bowel leakage control - Suturing/stapling of the bowel - Roux-en-Y gastric bypass - Gastro-colonic anastomosis - Intra-abdominal exploration - Ostomy formation Chest - Cross clamping of the aorta in an open chest procedure - Partial pneumonectomy - Stapling/removal of injuries of the lungs - Hemorrhage control in chest The vendor shall provide a Subject Matter Expert (SME) during training sessions due to the high volume of ASSPs required in an uncontrolled, field environment. The operation and proper usage of ASSPs in this type of uncontrolled environment requires a SME for operations and guidance due to higher acuity of patient scenarios. The SME shall brief proctors, NEMTI and NTTC staff as needed before and during scenario execution on the proper ASSP preparation and potential situations during training scenarios. The ASSP SME shall have the following: - Training on all versions of the ASSPs and Surgical Cut Suit. - Working knowledge on all versions of the ASSP that will be used during NEMTI and NTTC training �� support. - The ability to prepare the patient according to prescribed NEMTI and NTTC scenarios. - The capability/experience to adjust support as needed during scenario execution; and, - The capability/experience to brief proctors and NEMTI and NTTC staff as needed before and during �� scenario execution to maximize training value. DELIVERY CARE AND RETURN The Government will notify the vendor, via issuance of a Delivery Order, at least forty-five (45) days prior to the training date to ensure ASSPs are on-site for the training and configured correctly. Once a delivery order has been issued, the vendor shall coordinate ASSP configuration with the Government POCs. The estimated period of performance is 01 October 2023 � 30 September 2028. The estimated award date is 01 October 2023. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, 15 August 2023.� Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: curtis.e.cardoza.civ@health.mil. Please note, a Justification for Other Than Full and Open Competition will be posted within 14 days of award.
