Description
The Defense Health Agency (DHA) intends to award a sole source contract under the authority of 41 U.S.C. 1901, to Draeger, Inc. (Draeger), 3135 Quarry Road, Telford, PA, 18969-1042, for the provision of support and maintenance services of designated, Government-owned anesthesia units and anesthesia patient monitoring and recording equipment (Equipment List attached) at Naval Medical Center Portsmouth, VA (NMCP). The contractor shall provide all parts, labor, materials, travel, personnel, supervision, and freight for the scheduled and unscheduled maintenance for all identified equipment. The period of performance is 01 October 2023 through 30 September 2023 with 4 (four) 12-month option periods. Draeger will maintain the equipment within the original equipment manufacturer�s (OEM) specifications, in accordance with all United States (US), State, and Local laws and regulations, instructions, and Joint Commission requirements. When product recalls or upgrades are necessary to maintain the equipment in service within the original manufacturer�s specifications, the Contractor shall provide all associated hardware and software updates/upgrades. The Contractor shall not have access to protected health information (PHI) in order to provide the services described herein.� Contract shall include unlimited telephone support (twenty-four (24) hours a day, seven (7) days a week, three-hundred and sixty-five (365) days a year), preventive maintenance, calibrations, safety testing, inspections, corrective maintenance tasks, and unlimited emergency responses by the Contractor�s Field Service Engineers (FSEs) for all medical devices identified in the attached equipment list. This contract shall provide scheduled and unscheduled support/service coverage between the hours of 0800 and 1700 (Eastern Time), Monday through Friday, excluding the United States Federal Government holidays.� Emergency repair services, labor, and parts shall be available twenty-four (24) hours a day, seven (7) days a week.� Preventative Maintenance shall be bi-annual, in February and August, unless otherwise requested.� Corrective maintenance shall be completed during between the hours of 0800 and 1700, Monday through Friday, excluding Federal Government holidays. Contractor shall ensure that 95% or more of all periodic maintenance is performed within thirty (30) calendar days of the due date, and that 100% of periodic maintenance is performed within sixty (60) calendar days of the due date. Contractor personnel shall respond by telephone within (2) hours of notification of corrective maintenance.� If the equipment cannot be restored to the operating condition via telephone, the Contractor personnel shall arrive onsite within twenty-four (24) hours. The onsite response time is measured from the time the Contractor is originally called, not from the time the Contractor returns the call. The Contractor is expected to return the machine to service within 48 hours from the time the Contractor is initially contacted. �Contractor must be ISO 9001 certified and technicians must OEM certified. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 10:00 AM Local Time, 16 August 2023 .
