- SPE60323R0507 COCO Storage Services on the Island of Singapore, or the southern coast of Johor, Malaysia across from Singapore beginning at the south-western tip of Tanjung Piai Johor on the entrance to the Straits of Johor to Kampung Gambut on the eastern end of the Straits of Johor, including all Johor coastline in between such points, or the Island of Karimunbesar, Indonesia. The Defense Logistics Agency (DLA) - Energy - FESBB is issuing a Request for Proposal (RFP) for Contractor-Owned Contractor Operated (COCO) fuel storage services�on the Island of Singapore, or the southern coast of Johor, Malaysia across from Singapore beginning at the south-western tip of Tanjung Piai Johor on the entrance to the Straits of Johor to Kampung Gambut on the eastern end of the Straits of Johor, including all Johor coastline in between such points, or the Island of Karimunbesar, Indonesia. This requirement is to obtain COCO fuel facilities with the capability to receive, store, protect, and ship U.S. Government-owned turbine aviation product by tanker. All storage capacities and capabilities must be available and operational under a single deep water storage terminal facility no later than the date of contract award. Storage requirement include required fill capacity for 500,000 barrels of Jet A1 and 125,000 barrels JP5. For each fuel grade/type,�Contractor�s facility must have a minimum of two tanks that are interconnected and isolated from other facilities and products handled within the Contractor�s COCO fuel facility.�Solicitation SPE603-23-R-0507 is issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS).�The receiving and shipping requirement include the capability to receive/ship U.S. Government owned turbine aviation products (Jet A1 and JP5) via tanker at pumping rates compatible with the mode of transportation tendered on a 24 hours per day, seven days per week basis. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a one-year base period of performance from November 1, 2023 through October 31, 2024, one, one-year option from November 1, 2024 through October 31, 2025 and an option, not to exceed six months (November 1, 2025 through April 30, 2026) IAW FAR 52.217-8, will be included. This procurement is solicited under full and open competition. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). SPE60323R0507 Amendment 0001 - issued to revise block 6 and 8 of the SF1449.
