Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2182408 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 June 2, 2023. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The Vaccine Research Center (VRC) at the National Institutes of Health (NIH) was established to facilitate research in vaccine development. The Arbovirus Immunity Section (AIS) within the VRC investigates various aspects of the immune response to infection by Zika, Dengue and West Nile viruses.� A key reagent of the lab involves the using virus-like particles that can be recognized by antibodies from humans and other species. By changing the structure of the proteins on the surface of the virus, the AIS can learn about what the immune system recognizes. Further, study of viral pathogenesis, including that of coronavirus, requires the ability to perform biochemical assays which can identify and quantify virus, cellular, and immune antigens.� This is critical for the diagnostic identification of infection and the informed development of vaccines and therapeutics.� Project Description: To perform these biochemical assays such as ELISA and FRET, the AIS needs a reader which is capable of viewing transmission/absorption and multi-color fluorescence with high accuracy and sensitivity.� Several features, such as fiberless light path, variable bandwidth adjustment, top/bottom PMT filters, incubation to 70 degrees, and gas control are necessary to obtain the most sensitive information from these assays.� The Biotek Synergy Neo2 multi-mode reader is capable of all of this functionality in a high throughput manner.
