- NOTICE OF INTENT TO SINGLE SOURCE REQUIRING ACTIVITY: US Department of Transportation (DOT), Federal Railroad Administration (FRA) Office of Research, Development, and Innovation (RDI). CONTRACTING OFFICE: US Department of Transportation (DOT), Federal Railroad Administration (FRA), Acquisition Operations Division 1 (RAD 31), 1200 New Jersey Ave. SE, Washington, DC 20590. BACKGROUND: FRA seeks to award a research and development services contract to the National Academy of Sciences (NAS), under which NAS� Transportation Research Board (TRB) will provide FRA with technical assistance and information dissemination to the public transportation community. As a unit of the private, nonprofit NAS, TRB provides leadership in transportation improvements and innovation through expert, timely, impartial, and evidence-based information exchange, research, publications, and advice regarding all modes of transportation. TRB is well-known for the expert information exchange and display opportunities at the TRB Annual Meeting, held for more than 100 years, along with workshops, conferences, publications, standing committees of transportation leaders and experts, and webinars throughout the year. The mission of the Transportation Research Board (TRB) is to promote innovation and progress in transportation through research. TRB covers all transportation modes with publications as well as sessions and workshops addressing topics of interest to policy makers, administrators, practitioners, researchers, and representatives of government, industry, and academic institutions. The period of performance is an initial 12-month period beginning approximately September 8, 2023, with an additional one-year option period. The total value of the acquisition, with options, is estimated to be approximately $200,000. CONTRACTING AUTHORITY: This single-source procurement will be conducted under the authority of FAR 13.106-1(b)(1)(i). RATIONALE for NONCOMPETITIVE ACTION: This contract would make FRA a TRB Core Program Sponsor, which meets the following FRA requirements: Access to TRB Publications and webinars on developments and research across modes of transportation. Access to a display booth and attendance for FRA staff at the annual TRB conference held in Washington, DC, convenient to FRA�s headquarters location. Access to the convention by FRA staff is required for FRA�s research and development mission in order to: acquaint the international community of transportation regulators, local and national transportation regulators, industry, and research institutions with FRA�s research work; discuss and learn about the research of others; determine the latest innovations and ideas in transportation in order to influence future FRA research projects. Authorized user access to the full contact information in TRB Directory�s for FRA�s research information gathering and dissemination: TRB Committee and Panel volunteers, other TRB appointed volunteers, TRB Sponsors, affiliates, representatives, and staff. This access facilitates communications regarding TRB standing committees and panels, TRB project-based committees and panels, and other TRB events, programs, and undertakings. Sponsoring and participating in the work of TRB Committees to explore and discuss technical standards, research, and innovative ideas in transportation. Because of its longstanding history and reputation, TRB has the unique ability to gather transportation experts for joint research seminars, publications, conventions, and Committees comprised of members from international and national governmental bodies, local governmental agencies, nonprofit researchers, and the transportation industry. Only TRB can provide the measure of expertise, objectivity, audience outreach, and audience acceptance necessary to meet the FRA�s requirements for access to others� research and development related to railroad and multimodal transportation and for dissemination of FRA�s research and development related to railroad and multimodal transportation.
