- NAVSUP Fleet Logistics Center San Diego is conducting an unclassified Pre-Solicitation Conference (Industry Day) to discuss a follow-on contract vehicle that will provide wireless mobility and telecommunication services, (all wireless technologies and related operations including related software, hardware, firmware and equipment), to Military Members and Federal Civilians. Services under this procurement will cover usage in the 50 United States, US territories, and while traveling internationally for Military Members and Federal Civilians stationed within the 50 States and US territories. Required contract users will be all Department of Defense Military and Civilians based on DoD Guidance. Authorized users will also include other Federal Agencies. The incumbent contracts are N00244-18-D-0001 with AT and T, N00244-18-D-0002 with T-Mobile, N00244-18-D-00003 with Verizon and N00244-19-D- 0013 and N00244-19-D-0014 with MetTel. The period of performance for the follow-on contracts shall include a one-year base period followed by nine one-year options. The purpose of the Pre-Solicitation Conference (Industry Day) event is to: (1) provide status of the procurement process; (2) inform industry of program requirements; (3) outline the competition timeline; (4) seek available sources; (5) gather industry input; and (6) provide a question and answer session. In conjunction with the announcement of a planned Industry Day event, a Capability Statement (with feedback on the PWS) is requested from all interested parties. Interested parties who are unable to attend the Industry Day are still encouraged to submit a Capability Statement. Individual meetings conferences will be scheduled over 2 days; 22 and 23 August 2023, where individual meetings with interested parties will be held. Interested parties MUST forward their expected attendee list by email no later than 10:00 A.M. PST 16 August 2023 to Ms. Lisa White at lisa.h.white2.civ@us.navy.mil. A copy of the attendee list shall also be provided to Ms. Christine Jordan at christine.jordan@navy.mil. After receipt of expected attendee list, interested parties will receive the TEAM meeting invite with details for the date and time of their meeting. Capability Statements with PWS feedback (the capability statement will be no more than five (5) pages in length with minimum 12-point font) are due by 16 August 2023 at 10:00 AM PST and shall be submitted to Ms. Christine Jordan at christine.jordan@navy.mil. Respondents will not receive formal notification or feedback on any information submitted in this request. FLCSD will utilize the information for Market Research. A draft Performance Work Statement (PWS) is attached to this announcement. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by a company for capability statement preparation or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
