DESCRIPTION OF AMENDMENT/MODIFICATION (Continued) The purpose of this amendment (which shall be acknowledged) is to accomplish the following: The questions submitted via email by interested vendors are answered below including all applicable attachments. Reference: Within the solicitation beginning on page 6 of 74, references to Attachment 1: PWS, Attachment 2: IDIQ Pricing Worksheet, Attachment 3, Sample Task Order. Please clarify if Attachment 1 PWS is Section D.2 Performance Work Statement Clarified and see updated solicitation Attachment 2: IDIQ Pricing Worksheet is Section D.3 IDIQ Pricing Worksheet Clarified and see updated solicitation Attachment 3 is Section D.1 Sample Task Order Instructions Clarified and see updated solicitation Reference: Page 54 of 74, E.9 Addendum to FAR 52.212-2 Evaluation Commercial Items and E.2 Addendum to FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (page 45-48 of 74). The instructions in E.9 requires three volumes (Technical 20-page limit; Past Performance 3-page limit, Price no page limit). Please clarify if each volume is to be a separate file. Yes, separate files Reference: E.2 Addendum to FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (page 47-48 of 74). Please clarify where Item (4) Other Requested Submittals should be provided. We recommend the Price Volume. Please include as appendix labeled other requested submittals in Volume 4. How many awards are you planning on making on this IDIQ? 1 Will the SDVOSB determination be made per Task order or for the life of the IDIQ? For example, if the IDIQ holder becomes a large business 2 years into the 48-month IDIQ, will they be excluded from the IDIQ? It will be at the IDIQ level however this will be dictated by 52.219-28. Are small businesses (non-SDVOSBC) eligible to apply for this solicitation? No How many contracts will be awarded for the IDIQ or is this a single award contract? Single Award Reference: D.3 IDIQ Pricing Worksheet. To provide accurate pricing on a cost per square foot basis (inclusive of travel, materials, other direct costs), it is essential to know specific information. Please provide a complete building list with, at minimum, square footage, location (city, state) plus VISN region, quantities, and facility types. The specific square footage and location will be provided at the TO level as the specific locations are unknown until the year they will be awarded. The targets for the first year are all VAMCs within VISNs, 1, 12, 16 and 8 but this isn t firm. The price per square foot number at the IDIQ level is to be all inclusive and cover all labor, materials, and travel for any VAMC. Reference: D.3 IDIQ Pricing Worksheet. Would the VA consider removing the travel costs from the IDIQ Pricing Square Footage unit pricing? Travel costs (airfares, per diems. Etc.) fluctuate from state-to-state and would put a heavy financial risk on SDVOSBs. The price per square foot should include all travel. Is the government able to provide building plans from the VHA? Water and electric specifically would need to be included in the drawings. These would be part of the TO as necessary. If the government is able to provide drawings/layouts, may we have 10 average sized buildings to help understand the scope of the project a little better? This is not available at the IDIQ level but may be provided to awardee at the TO level as necessary. For example, VISN 1 has 382 Buildings & 8,126,911 Total Gross Sq. Ft.; VISN 8 has 240 Buildings & 10,120,467 Total Gross Sq. Ft.; VISN 12 has 332 Buildings & 9,421,564 Total Gross Sq. Ft.; VISN 16 has 285 Buildings & 10,638,554 Total Gross Sq. Ft. Note that not all buildings will be audited. The total amount of buildings surveyed will be less than provide above. How many VHAs are there that could be included over the course of the IDIQ and how many does the VA anticipate completing? More than 40 VAMCs are required to complete an Energy Assessment (Audit) on an annual basis in accordance with EISA 2007, any of these could be included on an annual basis. We anticipate the contract ceiling lasting 3-4 years and at least 20 individual VAMCs being audited under this contract annually however this is an IDIQ, and the vendor is only guaranteed the minimum ordering quantity. The term 'Attachment 1' is referenced on the 6th, 30th, 33rd, 36th, and 45th page of the solicitation. It refers to 2 different things though when referenced. 2 times it either references or lists ECMs related to the task orders. Or it references the PWS. Is there a different attachment that was not included by mistake? The list of conservation measures technical categories is Attachment 1 to the PWS, D.2. I cannot speak to other Attachment 1 references, specifically on pages 6 and 45 of 70. Is the government able to share the current EO14057 referenced on page 33? https://www.federalregister.gov/documents/2021/12/13/2021-27114/catalyzing-clean-energy-industries-and-jobs-through-federal-sustainability EO14507I Implementation Instructions https://www.sustainability.gov/pdfs/EO_14057_Implementing_Instructions.pdf How long will a contractor awarded this be given to complete each EA per task order? The contractor will be expected to develop a schedule for each TO to show how they manage their workflow, but Contractors should expect to complete audits at a rate of no more than 30 days per VAMC. Contractor's ability to manage this level of work across the country is being evaluated in Section E in the TO, please review that section as well Is there an estimate on the anticipated number of VA facilities that would need the requested services per year? See Q12. Are you seeking an investment grade audit or a baseline audit for this IDIQ? The PWS defines the audit required and attached in the updated solicitation. To aid in the development of our management approach and resource allocation, requested under item a. in the Technical Submission [page 45], please confirm the anticipated number of VAMC Stations and approximate square footage to be audited in each of the four (4) Ordering Years. See answers to 11 & 16. In review of existing conditions items 1 - 19 under Task 5 of the Performance Work Statement [pg. 33-35] we have the following questions: Item 6 [page 33] requests the number of HVAC zones. In our experience, this level of detail is not needed to fulfil the requirements stated in EISA 2007, ASHRAE Level I Audit, FEMP Federal Agency Energy Audit Guidance. Please confirm if this detailed existing conditioned documentation is desired. If HVAC Zones are to be documented in our report, and recognizing field verification of HVAC zones is a significant body of work often solicited as a stand-alone scope, is it anticipated that Station Ventilation Studies will be provided? See updated PWS located in the attached updated solicitation. Item 14 [page 35] requires identification and description of all motors greater than 5 hp. Based on our experience, this information is necessary to perform energy audits of the caliber needed to provide value to the VA. Understanding that field verification of motor horsepower can disrupt hospital operations, is it anticipated that a list of motors by equipment, including horsepower ratings, will be provided by the Stations? Please see updated PWS in Section D. 16a [page 35] requires detailed information relating to the domestic water system. Much of this information is contained within studies conducted under the VHA Nationwide Legionella Study program. Is it anticipated that the selected team would have access to that information? See Updated PWS. All available information assuming it exists that would be needed will be available on a TO specific basis. What level of specificity for these audits are you looking for, ASHRAE Level 1 or ASHRAE Level 2? I believe our audits are a modification between 1 & 2. We follow EISA Section 432, Facility Energy Management Guidelines and Criteria for Energy and Water Evaluations in Covered Facilities. Is the estimated ECM cost to implement required in the report intended to be a rough budget estimate based on professional experience or would a detailed scoping with quotes be required? Is it required to have the on-site audits (physical data collection and documentation) performed by a PE or CEM? The new requirement in the RFQ is that a PE be part of the contract a one of the key personnel and review all deliverables. There is not a requirement for the PE to be physically on-site however a competent person with journeyman level qualifications performing energy audits would be needed on-site. The staffing and approach to doing on-site audit will be evaluated as part of the selection process. Can you provide rough estimates for the number of audits per year or/and overall? Answered above. On the pricing table provided on page 6, What does LT stand for (under unit)? Lot Do you want this to reflect per sq foot cost? Since this is an IDIQ, the qty of sq ft is unknown which is why the lot amount is insert reflecting the ceiling. The pricing of TOs shall be on a price per sq ft. The RFQ in its entirety is revised and replaced with the attached RFQ document.
