- N0016423RJR95 � Charge Assembly, Demolition, MK 138 MOD 1 with Taggant � PSC � 1375 � NAICS 325920 Issue Date: 2 August 2023 � Closing Date: 17 August 2023 � Time Eastern 2:00 PM EST. Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies for Charge Assembly, Demolition, MK 138 MOD 1 with Taggant,(NSN: 1375-01-565-4810), DODIC/NALC: M792. The estimated contract minimum quantity is 500 each with a maximum quantity of 2,700 each. Charge Assembly, Demolition, MK 138 MOD 1 with Taggant consists of a bag or satchel, MK 4 MOD 1, which contains ten MK 35 C4 charges. The bag is made of cotton duck, treated to resist fire, water, and mildew and has an adjustable flotation bladder inside for inflation to keep the heavy bag neutrally buoyant. The check valve can be operated to compensate for buoyancy changes caused by removing the charges. A tow ring is secured to the bottom of the bag. Vent holes are located in the bottom of the bag. A 17-foot length of cotton sash cord is secured on one end of the bag. A flat metal hook is attached to one end of the bag and a snubber assembly is attached to the opposite end. The bag is equipped with an adjustable shoulder strap which facilitates carrying and towing under certain conditions. The Charge Assembly, Demolition, MK 138 MOD 1 with Taggant is designed primarily for underwater demolition operations. The MK 35 C4 charges are a rectangular shaped block of Composition C-4 weighing 2.0 pounds. Composition C-4 is a plasticized explosive having the same consistency as putty at temperatures between -70 degrees F and +170 degrees F and is about 1.34 times as powerful as TNT. The charge is contained in a cotton duck bag and is formed with a 9-foot length of detonating cord. Three feet of this cord is embedded in the explosive charge; the remaining six feet is looped and folded under two retaining webs secured to the charge bag. Approximately three feet of cotton sash cord and a flat metal hook are provided for lashing the charge to an obstacle. The Navy anticipates an award of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an anticipated ceiling of $5,000,000.00 and a five-year ordering period. This will be a non-commercial acquisition IAW FAR Part 15. The anticipated award date is third quarter of fiscal year 2024. Delivery terms are six months after effective date of order. First Article Testing and Lot Acceptance Testing are both required for this procurement. A quantity of two each of Charge Assembly, Demolition, MK 138 MOD 1 with Taggant will be required for First Article Testing within 100 days after contract award. First Article units are separate from production units and will not be counted as part of the production quantity. First Article Testing and Lot Acceptance Testing will both be performed by the contractor. The Navy intends to solicit this contract on a full and open competition basis IAW FAR 6.1 in fiscal year 2024. Delivery is required as FOB Destination NSWC Crane.
