Description
The U.S. Army Corps of Engineers intends to procure (442) Shore Discharge Pipes for use in the disposal areas of the Corps of Engineers Philadelphia District. The contractor shall be responsible for furnishing all necessary labor, material, services, and equipment necessary to fabricate, preserve and deliver the pipe sections. Unless otherwise specified, all material listed herein shall be contractor-furnished. C. Tolerances-The tolerance on the outside diameter of the pipe shall not vary more than +/- 1% from the size specified. The tolerance on the circumference of the pipe shall not vary more than +/- 1% from the size specified. The minimum wall thickness at any point shall not be more than 12.5% under the specified wall thickness. The difference between the major and minor outside diameter (out-of-roundness/ovality) shall not be more than 1.0% of the specified outside diameter. The camber of both diameter pipes shall not be more than �� over a length of 10�. D. Materials- The pipe shall be manufactured from rolled abrasion-resistant (AR) steel plate that meets the following physical and chemical properties. Total residual maximum content for Copper, Nickel, Chromium, Tungsten, Vanadium, Titanium, Molybdenum and all other trace elements shall not exceed 1%. The contractor may use a standard ASTM or equivalent trademark steel that has the same physical and chemical properties as those listed below upon approval from the Contracting Officer. Chemical Composition: Physical Properties: Carbon: 0.15-0.18% ������������Brinell Hardness: 175-200 Manganese: 1.10-1.25% �����Tensile Strength: 85-90ksi Phosphorus: 0.010% �����������Max Yield Strength: 55-65ksi Sulfur: 0.030% �������������������Max Elongation in 2�: 25% Max Silicon: 0.25-0.30% The contractor shall provide the COR with test results showing that each heat of the steel meets the tensile strength, yield strength, Brinell Hardness and chemical composition requirements listed above. These tests shall be performed in accordance with ASTM A370 and A751 requirements. E. Assembly Requirements- The pipe sections shall be constructed from rolled AR steel plate, longitudinally (straightseam) welded. The contractor may circumferentially weld sections of pipe together to manufacture the length required. The contractor may fabricate the entire female end of the pipe and weld it circumferentially to the pipe on both the ID and the OD in accordance with the welding requirements listed herein. All pieces of the finished pipe section shall have the same physical and chemical properties and shall meet all required tolerances. Excluding the female end, there shall be no more than 2 sections of pipe welded together to form a complete pipe section. No one section of pipe may be under 4� in length. NOTE � Spiral round wound pipe shall not be used. There will be liquidated damages associated with this procurement. Bid guarantee, payment, and performance bonding will be required. The Invitation for Bid Number (IFB) W912BU-23-B-0030 is intended to be available on or about August 19, 2023.� Hard copies will not be available.� No written or fax requests will be accepted.� Contractors may download the solicitation (including drawings) and any amendments via the hyperlink to the Sam.Gov website, www.sam.gov , on (or after) the issue date.� The official media of distribution for the IFB is the Web.� All amendments to the IFB will be posted to the Sam.Gov website.� It is the offeror�s responsibility to monitor the website in order to access the solicitation.� Offerors are responsible for printing copies of the IFB and any amendments.
