- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-23-2182130 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 June 2, 2023. The North American Industry Classification System (NAICS) code for this procurement is 325414, Biological Product (except Diagnostic) Manufacturing, with a size standard of 1250 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Infectious Diseases (LID), has a long history of vaccine development and identification of new agents of viral diseases. LID is noted for undertaking high-risk, high-re?ward programs that require extraordinary time and resource commitments, such as programs to develop vaccines for viral hepatitis, severe childhood respiratory diseases, viral gastroenteritis, flaviviruses, and herpesviruses.� Within the LID, the Viral Pathogenesis and Evolution Section�VPES is seeking to procure Agilent Technologies reagents from a single manufacturing run (lot). The purpose of this request is the purchase of 17 single lot-matched fluorescent DNA probe labeling kits (one-color LowInput QuickAmp labeling kit) and 100 lot-matched cDNA expression microarrays (containing 4x 44,000 human gene-specific high-definition cDNA probes); Agilent Technologies.� These reagents will be used to perform global expression analysis in nasal and peripheral blood samples collected from a Phase II study of people vaccinated with the VPES-developed universal influenza viral vaccine and challenged with influenza A virus, as part of the VPES mission to characterize immune responses in vaccinated and unvaccinated people inoculated with influenza viral infection and develop a universal influenza vaccine.� The VPES has performed analysis using the Agilent platform consisting of nearly 1,000 samples.� This is essential for this project to minimize experimental variable and a potential source of variation in using different manufacturing lots of the labeling kits and expression microarrays consumable reagents.� Because of the very large number of samples to be assayed in this project we require all probelabeling kits and microarrays using the Agilent platform.
