This amendment is to extend the response date to 1 September 2023.� _______________________________________________ �1.������ NOTICE: �This is not a solicitation but rather a Sources Sought Synopsis to determent potential sources for information and planning purposes only 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. �The proposed North American Industry Classification Systems (NAICS) Code is 334511 which have a corresponding Size standard of 1,250 Employees. �The Government will use this information to determine the best acquisition strategy for this procurement. �The Government is interested in all small businesses to include 8 (a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. �The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. �Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. �Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �2.������ Program Details: The F-16 System Program Office (SPO) at Hill Air Force Base in Utah is seeking sources with the demonstrated knowledge, expertise, and experience to procure approximately 300 Center Display Unit (CDU) Line Replaceable Unit (LRU) kits, Spares Acquisition, integration and production for 100 F-16 D-Model aircraft and all tasks related to standing up organic depot maintenance for the repairs of the six LRU's that make up the Center Display Unit (CDU) assembly. �All products required must reflect the part numbers already fielded on over 350 C model F-16 aircraft with installs continuing.� �In addition to the above task, limited non-recurring engineering support for integration to complete a post-block Operational Utility Exercise (OUE) that was demonstrated in 2013, and a pre-block retrofit follow-on plan to modify/update four of the 6-LRUs that make up the CDU assembly were impacted by an Engineer Change Proposal (ECP) will be required to ensure a consistent ongoing install schedule. �Operational Flight Program (OFP) & M-series software support will be required to facilitate Government integration and capability enhancements for all F-16 software suites. �The ability to make requisite updates/changes to CDU system software rapidly after contract award will be imperative for this effort. �Support for depot stand up work for the active depot level repair of LRU�s including source work with DLA.� The Government will not entertain CDU Line Replaceable Unit (LRU) configuration changes.� The USAF is not offering development support and does not have CDU data rights to share with potential offers.� The Government does not have funds for a reverse engineering effort.� Vertex is the original equipment manufacturer of the CDU, and owns all data rights.� �3.������ SUBMISSION REQUIREMENTS:� �Responses to the notice shall include the following: �a.������� Company Information and Point of Contact (""POC""): Company's Name Street Address, City, State, and Zip Code Contact information for identified POC, including e-mail, telephone number and facsimile number �b.������ Product Information: Product Literature and other supporting documentation that demonstrates your company's ability to provide the subject product and associated service Certification/qualification documentation Service(s) options and description of what is included Delivery date after award NOTICE POINT OF CONTACT INFORMATION: Name: �Miranda Brown Phone: �801-586-0960E E-mail:� Miranda.Brown.3@us.af.mil �4.������ INTERESTED PARTIES: The Government requests interested parties submit a brief statement of current capability to perform the services outlined in sections VI & VII by providing responses to this synopsis. �5.������ TECHNICAL �REQUIREMENTS: �a.������� Define F-16 CDU Group B Production Installation Kit Contents: i.������������������� The contractor may be required to manufacture and/or assemble complete Group B modification kits for all modification strategies or individual LRUs to support production install and other ancillary activities where necessary. ii.������ Center Display Unit (CDU) Assembly consist of: Bezel Display Unit (BDU), P/N 832HN1300-4 Power Distribution Unit (PDU), P/N 832HN1401-2 Primary Flight Unit (PFU), P/N 832HN1101-3 Situational Display Unit (SDU), P/N 832HN1201-3 Airspeed Transducer Assembly, P/N 832HN1600-1 Altitude Transducer Assembly, P/N 832HN1650-1 Instrument Mode Select Coupler Modification Kit, P/N 832HN1500 Pedestal Mount, P/N 832HN1010 iii.������ Part number revisions may exist if or when any contract award is made. �b.������ Identify F-16 Manufacturing Capabilities: i.������������������� The contractor must be able to replicate all CDU Group B hardware. Enclosures, circuit boards, fasteners, interfaces, etc., must be identical to maintain a single P/N configuration. Proof of LRU environmental qualification certification will be required as previously stated. ii.���������������� Interested parties must be capable of production start, OFP & M-series software support immediately upon award of a contract. �For the retrofit plan, the contractor must be able to retrofit no less than 20 LRUs per month until the fielded systems are in a common configuration. �c.������� Technical Data Package (TDP) i.������������������� The TDP must consist of all applicable technical data such as engineering drawings, associated lists, product and process specifications and standards, software/firmware/BSP specifications, source and executable code, quality assurance provisions, and packaging details adequate to support an F-16 CDU production, organic repair stand-up and software and non-recurring engineering support across all blocks of the F-16 C & D model aircraft. �d.������ Validate Modification Designs of F-16 CDU: i. The contractor will need to provide reasonable and defensible proof of all design and data possession/accuracy and manufacturing capability along with associated timelines. �e.������ Develop F-16 Engineering Data: i.������������������� The contractor must be able to update design configurations, manufacture tooling, and update source data for technical orders such as illustrated parts breakdowns and periodic maintenance inspections. ii.���������������� Engineering data includes, but is not limited to, drawings, specifications, application/parts lists, modification kit parts lists, tooling drawings, tooling service requirements lists, and technical orders updates. �6.������ ADDITIONAL RESPONSE REQUIREMENTS: �a.������� Identify Subcontracting Requirements/Activities: i.������������������� Identify all activities that require subcontracting, collaboration or sole source as well as third-party engineering & logistical support for all segments of CDU production & support. �b.������ Timeline: i.������������������� Provide a brief timeline to demonstrate an understanding of the above requirements that consists of major events, milestones, phases and decisions to include an estimated overall period of performance. �c.������� Common Capability Elements: i.������ Technical capability �1.������ Provide test data/reports/documentation indicating your products meet the requirements �2.������ Provide proof that your firm can perform specified technical work and level of effort The U. S. Air Force asserts that it has a responsibility to advance the possibility for competition for this requirement at the earliest practical juncture.� �This agency will be sensitive to the possible development of Organizational Conflicts of Interest (OCI) as this effort progresses. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The F-16 SPO will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. THIS INFORMATION MUST BE RECEIVED BY THE RESPONSE DATE PROVIDED ON THIS NOTICE. Please note that this is a repeat of a sources sought issued 4 years ago. �Responders to the previous sources sought do not need to resubmit a full response. �However, a short response to the new POC for this effort would be appreciated.
