1. General Information This Sources Sought (SS) Notice is for informational and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Responses to this notice should be complete and sufficiently detailed to allow the Government to determine the interested party�s capability to perform the work. Interested sources will be assessed for capability based solely on the information provided in response to this notice. To facilitate market research, WHS/AD) is seeking capability information from interested qualified sources under NAICS 541611, Administrative Management and General Management Consulting Services, with a small business size standard of $24.5M that can provide professional analytical and administrative support services in accordance with the attached draft Performance Work Statement (PWS). Final documents are in progress for this requirement. The Government encourages responses from �all� interested, capable small business concerns.� Small Disadvantaged Businesses, 8(a) Certified concerns, Historically Underutilized Business Zone (HUBZone) concerns, Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Women-Owned Small Businesses (WOSBs) and Economically Disadvantaged Women-owned Small Businesses (EDWOSBs)) are all encouraged to respond to this notice.� Small businesses are defined based on the size standard associated with the NAICS code.� For more information, visit: https://www.sba.gov/document/support-table-size-standards, and check your size using the SBA Size Standards Tool: https://www.sba.gov/size-standards/index.html. The Contracting Officer must determine if there is a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery in accordance with FAR 19.502-2(b) and FAR 19.203.� When responding as a small business, please also include any capabilities that will be performed through teaming arrangements (i.e., subcontracting and/or joint ventures).� The contracting officer will use the responses received from this notice to determine if it is appropriate to either solicit as a small business set-aside or an unrestricted competition through SAM.gov or via an indefinite-delivery/indefinite-quantity (IDIQ) government wide contract vehicle (i.e., GSA OASIS, GSA HCaTS).� If at least two responsible and capable small businesses are identified during this market research stage, any competitive procurement that may result will be conducted as a small business set-aside.� The Government DOES NOT intend to award a contract based on the responses to this Sources Sought Notice.� This Sources Sought Notice is to gain knowledge regarding the capabilities of vendors.� At this time, no solicitation exists, however a solicitation may be synopsized on either PIEE Solicitation Module or SAM.gov at a later date.� Interested firms may also ask the Contracting Officer for a copy of the solicitation in accordance with FAR 19.202-4(c). Not responding to this Sources Sought Announcement does not preclude participation in any future Request for Proposal if one is issued. If a solicitation is released, it will be synopsized on SAM.gov unless an exclusion applies. �It is the responsibility of the potential responders to monitor SAM.gov for additional information pertaining to this subject. The Government is under no obligation to acknowledge receipt of the information received from this notice or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation will be published SAM.gov unless an exclusion applies. However, the Government will not consider responses to this notice as adequate responses to a solicitation/request for proposals. For the situational awareness of any interested source, a prospective solicitation related to this requirement may require electronic submission of offers through the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE). PIEE is the same platform that houses the Wide Area Workflow (WAWF) system used for invoicing after award. In order to submit proposal packages through the PIEE Solicitation Portal, Offerors must be registered as a Proposal Manager in the DoD PIEE Suite located at https://piee.eb.mil/. This information is provided purely for situational awareness should an interested party choose to register in preparation for any future solicitations. PIEE Solicitation Module registration is not required for this SS notice and will not be used for SS notice response submission. 2. Background Information: A. The Defense Science Board (henceforth referred to as DSB or the �Board�) was established in 1956 as a discretionary Board under the provisions of the Federal Advisory Committee Act (FACA) of 1972 (5 U.S.C., Appendix, as amended) and 41 C.F.R. � 102-3.50(d)). The Board, which is composed of members designated from civilian life by the Under Secretary of Defense for Research and Engineering (USD (R&E)), advises the Secretary of Defense, the Deputy Secretary of Defense, the USD(R&E), the Chairman of the Joint Chiefs of Staff, and other key leaders in the Department of Defense (DoD) on scientific, technical, manufacturing, and other matters of special interest to the DoD. The Board consists of approximately 40 parent board members (Members), and up to 100 Special Government Employee (SGE) or consultant members assigned to permanent subcommittees, task forces, or summer studies during the proposed Period of Performance. DSB Government staff (DSB Office) assist the Board in accomplishing its missions. B. Description of Requirement:� Please reference attached draft PWS. C. Estimated Value: The acquisition has an estimated dollar value range of $10M - $15M. D. Place of Performance: Primarily at the Contractor facility (located in the NCR), as well as various Government locations within the National Capital Region (NCR). E. Anticipated Period of Performance: Base Year - 1 December 2023 to 30 November 2024 Option Year One � 1 December 2024 to 30 November 2025 Option Year Two � 1 December 2025 to 30 November 2026 Option Year Two � 1 December 2026 to 30 November 2027 Option Year Two � 1 December 2027 to 30 November 2028 F. Anticipated Contract Award Date: �1 December 2023 � G. Anticipated Security Requirements: Personnel Clearance: Designated contractor employees involved in this contract will be required to have a Top Secret (TS) Security Clearance, as appropriate (reference draft PWS Section 8).� Performance on the prospective contract will require access to classified data/information up to and including TS/ Sensitive Compartmented Information (SCI).� All contractor personnel performing on any prospective contract shall possess the appropriate interim or final clearance prior to reporting to any assignment within the Office of the USD(R&E). �Access to Special Access Program (SAP) material requires a FINAL clearance at the appropriate level. The Government will not sponsor companies for this requirement. Facility Clearance:� At the time of proposal, the Contractor shall have an active/current Top Secret Facility Security Clearance (FCL). The Contractor shall provide facilities and locations adequate to support meetings and conferences, to include a Sensitive Compartmented Information Facility (SCIF) meeting space large enough for 80 attendees. These facilities should be within 2,000 feet of at least one Metrorail station in the NCR. H. Procurement History for Similar Services: This requirement has previously been procured via contract HQ0034-18-C-0004 which was competed full and open in 09/06/2017. I. Anticipated Contract Type: Labor-Hour (with COST or T&M type CLINS for Travel and Other Direct Costs) ����������������������������������������������������������������������������������������������������������������������������������������������������������������������� For informational purposes only, this requirement has historically been performed at a level of effort of around ten full-time equivalents (1920 hours/year). The Contractor may choose to provide a different labor mix and level of effort than historically used if deemed necessary to successfully meet the requirement. 3. Sources Sought Notice Response Instructions: Complete Attachment 2, Capabilities Questionnaire, and submit to the primary and secondary point of contact no later than the date/time specified by this posting. To facilitate gathering of information in response to this notice, it is recommended that the subject of your emailed submission be: �Sources Sought Notice ID WHS202307170733 - DSB Summer Study Support Services | �. Notice to Respondents: To help the government in its assessment of technical capabilities please be as specific as possible in your response.� It is highly recommended that firms include as much of the following information as possible to facilitate the government�s market research efforts: Contract type (FFP, CPFF, etc.), Contract award amount, Contract number, Period of performance, and/or Point of Contract name and email address, if any. Also, highlight any relevant capabilities used to successfully perform the requirement.�
