- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIV QUOTES.� National Aeronautics and Space Administration (NASA), Glenn Research Center (GRC) intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: Bruker AXS LLC (Other than Small Business) 5465 E. Cheryl Parkway Madison, WI 53711 The North American Industry Classification System (NAICS) code for this requirement is 334516- Analytical Laboratory Instrument Manufacturing. NASA Glenn Research Center has a requirement for a X-Ray Diffractometer System with a focus on advanced residual stress measurements based on 2D X-ray diffraction data. The diffractometer shall meet the system-level performance requirements as described in the Statement of Work (SOW), major tasks for this effort are described in the following sections: System Reconfigurability; System Accuracy; System Range; Radiation and Safety Enclosure; Generator; X-Ray Tubes; Goniometer; Incident Beam Optics; Detectors; Primary Detector; Secondary Detector; Sample Stage; Sample Alignment; Reference Sample; Cooling; Electrical Interfaces; Ancillary Equipment; Computer System; Security Functions; Computer Hardware; Computer Software; Instrument Control and Data Acquisition software; Data analysis software support; Support; Warranty; Documentation The full scope for this requirement is described in further detail in the enclosed SOW. Bruker AXS LLC is the proprietary owner of the current X-ray detector system.� The X-ray detector was developed and is manufactured by Bruker and is designed to be integrated only into Bruker instruments.� Bruker alone has the expertise and proprietary knowledge to integrate the X-ray detector into a diffractometer instrument to enable proper operation meeting NASA needs.� Use of any other technology would not be compatible with the Bruker X-Ray Diffractometer System and would not allow advanced residual stress measurements on research materials.� No other detector can satisfy the NASA requirements of multiple materials research programs that depend on these measurements. This synopsis does not constitute a solicitation, however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities.� The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.� Please note that if parties choose to respond, the Government will not provide reimbursement for any costs incurred from the preparation and submission of documents.
