- NOI to SOLE SOURCE- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1) with: Bruker Nano Inc. (ueiSAM: HF8BQ45QKKJ3) 5255 E WILLIAMS CIRCLE, UNIT #2080 TUSCON, AZ 85711-4403 The sole source justification is based on the following: The National Institute of Standards and Technology (NIST)/Material Measurement Laboratory (MML) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterizations, discovery to production. In particular, the Nanomechanical Properties Group within the MML conducts sensitive high-speed mechanical and electrical material characterization measurements at the nanoscale. One of the instruments that provides access to imaging and measurements at the nanoscale is the Atomic Force Microscope (AFM). As the most versatile AFM in the Nanomechanical Properties Group, the Bruker MultiMode 8 AFM contains many modules that are dedicated to special nano- mechanical and electrical property measurements. In addition to these, nanoscale thermal characterization is needed within the Nanomechanical Properties Group to complement the existing developments on mechanical and electrical property measurements by atomic force microscopy. The combination of thermal with mechanical and electrical measurements will help NIST provide more complex structure-property relationship of materials at the nanoscale. We also need the nanoscale thermal capability by AFM to be able to maintain NIST�s tight collaborations with the semiconductor industry, which require such measurements (mechanical, electrical, and thermal) for both material characterization and fabrication developments. By not having it, it will be detrimental to this type of work because we will not be able to provide the expertise and services needed. Currently the Nanomechanical Properties Group does not have the capabilities to develop such instrumentation, which has to be integrated with existing tools for combined characterizations. The module (product/modular instrumentation) requested is to provide Scanning Thermal Microscopy (SthM) and Nano Thermal Analysis (NanoTA) from room temperature up to 150 C degree.� Comprehensive market research was performed, and it was concluded that only Bruker Nano Inc can provide the nanoscale scanning and thermal analysis module for the MultiMode 8 AFM. The module is called Scanning Thermal Microscopy and Nano Thermal Analysis module, colloquial referred to as nanoTA thermal module. Bruker Nano Inc confirmed that they are the only ones that manufacture and supply the nanoTA module for MultiMode 8 AFM. Other vendors either don�t manufacture parts/modules that are compatible to Bruker MultiMode 8 AFM or don�t meet the required specifications for our applications (no thermal analysis). The Bruker MultiMode 8 AFM is also the tool on which we have developments and applications for nanoscale mechanical and electrical property measurements. In terms of mechanical property measurements, we do have an in-house-developed unique module on the Bruker MultiMode 8 AFM that is not compatible with other instruments. It is necessary to pair the requested nanoTA thermal module with these existing capabilities for mechanical and electrical measurements on the same instrument for correlative nanoscale characterization of the same investigated materials and structures. Given these facts, Bruker Nano, Inc. is the only source reasonably available to fulfill the requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334519- Other Measuring and Controlling Device Manufacturing with a size standard of 600 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST August 14, 2023, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
