- Description
- This is a non-personal services contract to provide cultural resource services on lands currently owned by the U.S. Army Corps of Engineers (USACE) at Big Bend and Fort Randall Projects in South Dakota, and Garrison Project in North Dakota. The Government shall not exercise any supervision or control over the contract service providers performing the series herein. Such contract service provider shall be accountable solely to the contractor who, in turn is responsible to the Government.� The purpose of this work is to meet the Department of the Army's federal preservation legislation and associated implementing regulations. The most pertinent for this investigation is Public Law 89-665, National Historic Preservation Act as codified in 54 USC 300101. et seq., implementing regulations 36 CFR Parts 60 ad 61 Appendix A; and 36 CFR Part 800. Army Regulation 200-1 Chapter 6, Engieering Regulation 1130-2-540 Chapter 6, and Engineering Pamphlet 1130-2-540 Chapter 6. Persons woking under this contract are considered to be carrying out official agency duties under federal direction, associated with the management of archaelogical resources, and therefore are exempt from obtaining an Antiquities Permit per Section 5(c) of 32 CFR Part 229- Protection of Archaelogical Resources Uniform Regulations.� The contractor will conduct archaeological testing and evaluation of previously identified sites on lands belonging to USACE Garrison, Big Bend, and Fort Randall Project Offices to determine their eligibility status for the National Register of Historic Places (NRHP) and will produce site form updates for all evaluated sites to facilitate USACE's management responsibilities under Section 110 of National Historic Preservation Act (NHPA), as well as facilitate the accounting for the potential effects of future undertakings within the survey area in accordance with Section 106 of the NHPA.� Place of Performance:�Brule, Lyman, and Stanley Counties in South Dakota and Dunn and McLean Counties in North Dakota NOTE:�Offerers, please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM.
