- Request For Quote No.:� NEEB3000-23-000764 Non-Destructive Testing (NDT) of Fire Suppression Tank This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued as a Request for Quote (RFQ) Number NEEB3000-23-00764, which will result in an award to provide Non Destructive Testing of Fire Suppression Tank for the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Services (NESDIS), Fairbanks Command and Data Acquisition Station (FCDAS) 1300 Eisele Road, Fairbanks, AK 99712.� This RFQ provisions and clauses are those in effect thru Federal Acquisition Circular 2023-04, effective June 2, 2023.� This acquisition is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code applicable to this requirement is 541380 with a small business size standard of $19.0M.� Only one award will be issued as a result of this solicitation 52.212-2, 52.212-4 and 52.212-5 apply to the acquisition.� Offerors shall complete a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications � Commercial Products and Commercial Services (MAY 2022), 52.204-24 (NOV 2021), 52.204-26 (OCT 2020), and 52.209-11 (FEB 2016) with its offer or include a statement in their offer regarding the completion of 52.212-3, 52.204-24, 52.204-26 and 52.209-11 in SAM.gov. A list of provisions and clauses applicable to this RFQ is provided as an attachment to this combined synopsis/solicitation. To be considered technically acceptable Offerors shall possess the following qualifications: �(1) At least ten (10) years of experience in dual data collection of ASTMC1383-15 Impact Echo Testing and ASTMC 597 Non Destruction and Geophysical test engineering expertise (2) National Cathodic Protection NACE CP4 Certification, and (3) the offeror takes NO EXCEPTION to any portion of the solicitation, including the Statement of Need. Documentation supporting each offeror�s qualifications shall be submitted with quotations. Price evaluation shall be conducted to determine price reasonableness. Inquiries: Questions regarding this RFQ are to be submitted shall be submitted via email to Jay.Parsick@noaa.gov no later than 12:00PM Eastern on August 11, 2023. Additionally, the subject line of your email shall, at a minimum contain the RFQ number NEEB3000-23-00764.� All questions pertinent to the submission of a quote in response to this RFQ will be addressed in an amendment to this RFQ. Sources of the questions submitted will not be provided. Quotation submission:� Responses are due via email by 2:00 PM Eastern on August 15, 2023 to Jay Parsick (Jay.Parsick@noaa.gov) and Lori Smith, (Lori.Smith@noaa.gov). Contractor�s quotations must be valid for 30 calendar days after due date for responses to this RFQ. Statement of Need for Non-Destructive Testing (NDT) of Fire Suppression Tank Background: National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data, and Information Services (NESDIS) Fairbanks Command and Data Acquisition Station (FCDAS) has a fire suppression tank which is over fifty years old and requires a Non-Destructive Testing (NDT) to determine if repairs are needed. Scope: The Contractor shall provide NDT, Core Samplings, Graphs, and photos of the fire suppression tank. An initial inspection of the tank shall be performed to determine any visual cracking or spalls.� During the visual inspection sounding of the concrete is conducted in accordance with ASTM D4580 to locate areas with concrete delamination. While the fire suppression system is out of commission, the Contractor will supply a sufficient amount of water on site in case of a fire. NOAA FCDAS personnel will be on-site until NDT has been completed. In addition, the following tasks shall be performed on the tank: ����������������������� (1) Provide GPR Ground Penetrating Radar (GPR) verifying reinforcing spacing, reinforcing cover and wall and floor thickness. ����������������������� (2) Provide Impact Echo {IE) Pulse Velocity (PV) covering compressional and shear wave measurements to access concrete strength, delamination survey and wall thickness/ determine limits of cracking ����������������������� (3)Provide Corrosion Potential (Half Cell) Survey. Provide an indication of corrosion activity in the wall sections tested. ����������������������� (4) Conduct Core sampling and Testing. All drilled areas will be patched with a non-shrink high strength grout to be approved by NOAA Technical Point of Contact: � The NOAA FCDAS Technical Point of Contact for this contract is: ����� To be provided at time of award. Safety requirements: The Contractor shall provide for the safety and health of their employees and all personal protective equipment in order to perform the required work under the resultant contract. Security Requirements: The Contractor shall comply with all Station, NOAA, and DOC Safety, Security, and Environmental policies as provided by Facilities Supervisor or as otherwise required by law, rule, or regulation. The FCDAS Facilities Supervisor shall be given advanced notice of all persons planning to visit the Station while engaged in work under this resultant contract. Physical security requirements for FCDAS site access will be met to accommodate contract personnel as escorted visitors in accordance to CAR 1352.237-71 Security Processing Requirements � Low Risk contracts.�� Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010). Contractor personnel that are allowed on-site to perform the work in accordance with the resultant contract shall be escorted by an authorized federal employee at all times within DOC/NOAA/FCDAS facility.
