Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal and no contract will be awarded from this notice. There will not be a solicitation, specifications, or drawings available at this time.� This notice is a market research tool used for planning purposes only. 460 CONS out of BSFB is seeking commercial sources to provide all management, personnel, tools, supplies, equipment, materials, and labor necessary to provide integrated solid waste management Municipal Solid Waste (MSW) Collection and Recycling Services at Buckley SFB, CO. It is anticipated that the contract will be Firm-Fixed-Price and the total contract term including the exercise of any options, shall not exceed 60 months. The North American Industry Classification Systems (NAICS) Code for the proposed work is 562111� Solid Waste Collection at a size standard of $47M. The Government is opening this sources sought announcement on an unrestricted basis. The Government requests interested parties submit a response which includes a brief description of their company's business size (i.e. annual revenues), business status (i.e., Other Than Small Business, Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, etc), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor prot�g� relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Interested firms are requested to provide their capability statement and respond to the below questions no later than 1700 MST on 17 August 2023. This Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statements (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Respondents are also encouraged to submit information regarding commercial practices that the Government should consider implementing for this acquisition. Industry comments, suggested changes to the PWS, and/or submittal of commercial practices for the Government's consideration are requested to be submitted in writing with the capabilities statement no later than 1700 MST on 17 August 2023. All contractors interested in supplying these services may indicate their interest in this potential acquisition by supplying responses that should include: (1) Identification of company size status, certifications, i.e., 8(a), HUBZone, SDVOSB, small business. (2) Capability statement (3) Answers to the questions listed below. Responses should be limited to five (5) pages. Questions: 1. Please indicate if your company is an Other Than Small Business, Small Business, Small Disadvantage Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, or certified 8(a) Business. 2. In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the services of the proposed requirement, please identify the geographic area in which you can operate in an efficient and economical manner. 3. Have you ever performed Government contracts? If so, were they similar in nature to the requirement described in the attached Performance Work Statement? 4. Do you currently have personnel, who can perform these services, that are able to pass various USAF law enforcement and CBI background checks for access onto Buckley SFB? 5. Does your company have the vehicles and equipment to perform these services? 6. Does your company provide these services or do you subcontract the work? Which requirements would be subcontracted? The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company�s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package.
