- The NOAA/NESDIS/STAR Ocean Color Team requires this hyper-pro radiometer frame and hub that measures downwelled and upwelled radiances with a resolution of 1nm from 380nm-700nm for the validation of PACE Ocean Color Products. Notice of Intent This is a Notice of Intent to SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)), not a request for proposals. A request for quotation document will not be issued and proposals will not be requested. The proposed simplified acquisition action is for proposed award to Sea-Bird Electronics, Inc. ��The NOAA/NESDIS/STAR Ocean Color Team requires this hyper-pro radiometer frame and hub that measures down welled and upwelled radiances with a resolution of 1nm from 380nm-700nm for the validation of PACE Ocean Color Products. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 Effective June 2, 2023. The associated North American Industry Classification System (NAICS) Code is 334513, 334513� �Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Interested vendors may identify their interests and capabilities to the requirement no later than 10:00 am EST, August 19, 2023 by email only to Joel.LPerlroth@noaa.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c)(3)(B) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b) [Soliciting from a single source]. There is a reasonable basis to conclude that the highly specialized services are available from only one responsible source and no other services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency�s requirements. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) intends to issue a sole source contract to Sea-Bird Electronics, Inc., 13431 NE 20th Street, Bellevue, WA 98005, Phone: 425-643-9866, Email: seabird@seabird.com, Website: www.seabird.com, The contract with Sea-Bird Electronics is to This is for the purchase of a Seabird HyperPro II profiler.� Seabird makes the only hyperspectral in-water profiling radiometer required for our satellite ocean color shipboard validation. - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. This is to replace a component (profiler) of our existing systems and only this brand is compatible with our systems This action will be for a period of performance of 12 months starting from the date of award. Sea-Bird Electronics, Inc is the only vendor who can provide the required product necessary to support the satellite ocean color shipboard validations. The Government has attached a Single Source Determination to support the need for a sole source award.
