Description
The National Geospatial-Intelligence Agency (NGA) intends to issue a supplemental agreement via a modification to an existing contract (Contract Number HM047616C0034) with ManTech Advanced Systems International, Inc. on a sole source basis under the authority of FAR 6.302-1, as well as per the mutual agreement of parties, to continue Information Technology Enterprise Managed Services (ITEMS) Enterprise Management/ Cyber Security Services (herein referred to as �ITEMS EM/CSS�).� The modification will This action will award a four month extension to HM047616C0034 consisting of a 2 month base period from 9/1/2023 to 10/31/2023, a one month option from 11/1/2023 to 11/30/2023, and a one month option from 12/1/2023 to 12/31/2023. The work performed under the proposed extension is a continuation of work currently being performed by ManTech under the ITEMS EM/CSS contract. The Government requires the ITEMS EM/CSS contract to continue to operate and sustain support for NGA�s Enterprise Management functions to ensure no gap in mission until the protest and transitional activities have concluded under the newly awarded Enterprise Management Services (EMS) contract (Contract No. HM047622D0007). The ITEMS EM/CSS scope is expected to be covered by EMS. It is not feasible for the Government to change vendors prior to the conclusion of protest and transitional activities under the newly awarded EMS contract without a gap in service. Multiple transitions would translate into an unnecessary disruption of mission critical operations, and increase the likelihood of mission impact or failure. In addition, competing a new contract for enterprise management services in parallel with the protest and transitional activities associated with the new EMS competitive award would result in further unacceptable delays in fulfilling the agency�s mission due to the time it takes to get through the acquisition process. The sole source modification to the existing contract will provide the agency with the following services: (1) Enterprise Engineering, (2) 24x7 Production Systems Operations Cell (PSOC), (3) 24x7 Enterprise Watch, (4) 24x7 Enterprise Service Desk (ESD), (5) Data Transfer, (6) Public Key Infrastructure (PKI) Issuance and Maintenance, (7) International Program Operations Customer Support, and (8) Information Technology Service Management (ITSM) Operation and Sustainment support. This action will award an extension for a maximum of five (5) months, extending the period of performance of the contract through 31 August 2023 to the extent all options are exercised. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. NGA recently awarded the competitive follow-on acquisition, EMS, to provide these ongoing enterprise management services. This proposed extension will enable the continued performance of the ITEMS EM/CSS contract through the completion of the protest and transitional activities associated with the EMS contract award. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 4:30 pm Eastern Time (ET) on 21 August 2023. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.
