- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the Mirion Technologies (Canberra), Inc., 800 Research Pkwy, Meridian, CT, 06450-7127. The sole source justification is based on the following:� The Material Measurement Laboratory�s Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties to support accurate and selective analysis of microscopic particles and surfaces including the spatial distribution of chemical species relevant to industrial, environmental, and biological processes.� This acquisition will double our sample processing throughput and improve our detection sensitivity for environmental samples. This requirement is for the delivery of one (1) low background gamma spectroscopy system.� The system shall include a high purity germanium crystal detector, a thermoelectric cooling system to eliminate the need for liquid nitrogen, a low background lead shield, and a software license capable of running both the legacy and new gamma systems from the same PC.� The vendor shall also supply two Lynx-II digital signal analyzers for the legacy NIST system.� Delivery, installation, training, and warranty shall also be included. Mirion Technologies (Canbera), Inc. is the only vendor identified through extensive market research that offers a system that meets NIST specifications. �Both the legacy system and the new Mirion system include a radioactive source and verified counts needed for the absolute characterization of the detector crystal and software capable of geometric calculations relative to the specific crystal in the system.� This unique capability is critical in maintaining the measurement protocols and ensuring direct comparison with over 10 years of standards and sample data. �Mirion can both meet the need of the new gamma spectroscopy system and provide the replacement electronics for our legacy system, essentially doubling our sample analysis capability while simultaneously taking advantage of existing laboratory procedures, safety protocols, and user training.� Given these facts, Mirion Technologies (Canbera), Inc., is the only source reasonably available to fulfill this requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 � Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST August 14, 2023, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.�
