Joint Additive Manufacturing Acceptability (JAMA) GENERAL INFORMATION This is a Request for Information to support DLA Logistics Operations, R&D Division as they lead a multi-Military Service (MILSVC) effort and act as the administrative control and integrator of the DLA R&D-funded JAMA project. Through this RFI, DLA will begin developing baselines for capabilities, costs, and production capacities within AM. This assessment will shape the most suitable approach for DLA to acquire, distribute, and/or support AM supplies and services within their supply chain. In addition, this market research will help identify AM procurement opportunities among AM business community to include both small businesses and other-than small businesses. We are requesting feedback to shape the proposed structure for potential government solicitations to procure AM parts from commercial vendors. GENERAL �THIS IS AN RFI. This RFI is for planning purposes only. This RFI does not commit the Government to contract for any supply or service. DLA is not seeking proposals and will not be accepting unsolicited proposals. DLA will discard, without opening, any unsolicited proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be at the expense of the interested party. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of potential suppliers to monitor this site for additional information pertaining to this requirement. � � 2.� RESPONSE PREPARATION INSTRUCTIONS Responses for participation must be submitted via email to Ms. Michelle Harrison and DCSO-P, michelle.harrison@dla.mil; RandD.dcso@dla.mil. This information should clearly explain how the Offeror Candidate meets the Offeror Profile requirements. The deadline for the submission of participation response to this RFI is 2:00 p.m. EDT, Friday, July 28, 2023. Responses to the RFI itself will be submitted during a designated hybrid working session with the JAMA Team. All questions concerning this RFI must be submitted by sending an email to Ms. Michelle Harrison no later than 1:00 p.m. EDT, July 31, 2023. Questions received after that date will not be answered, unless the Government determines the answer to the question imparts information material to Industry�s ability to respond to this RFI. Government response to questions will be posted. All Government responses to questions will be made available on this website. No phone calls will be accepted. Do not submit any pricing information in response to this RFI. There is no commitment by the Government to issue an RFP, RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. � �3.� REQUESTED INFORMATION The scope of this request encompasses all activities necessary for the Offeror to support the mission of assisting the DLA Logistics Operations, R&D Division, in the initiation and execution of the JAMA project. Candidates must meet the Offeror Profile requirements as outlined below. If interested in participating, the Offeror Candidate must reach out to Ms. Michelle Harrison confirming they meet all requirements. The Offeror must have sufficient Technology Readiness Level (TRL) (TRL 6+ preferred) and Material Readiness Level (MRL) (MRL 6+ preferred) for the additive manufacturing of parts, both metals and polymers. The Offeror must demonstrate that they have the experience and financial capability to support all labor categories listed through qualified individuals. The Offeror shall ensure all work, services, and operations comply with local, state, and federal laws and regulations. The Offeror must have an active U.S. Government Commercial and Government Entity (CAGE) code, SAM.gov account, National Institute of Standards and Technology (NIST) 800-171 posted to Supplier Performance Risk System (SPRS), Joint Certification Program (JCP) certification, and be DLA Enhanced Joint Certification Program (eJCP) certified. The Offeror must be based in the United States. The Offeror is expected to have previous experience, in some capacity, manufacturing low and high criticality parts for the U.S. Government. The Offeror, if selected, will be contacted by Ms. Michelle Harrison, and receive the long-form RFI and instructions on how to access the associated AM part Technical Data Packages (TDPs). The Offeror is expected to review the long-form RFI and part TDPs prior to attending a 2-day working session, either remotely or in-person, to discuss and share findings on the RFI topics outlined below: Note any information that would provide additional clarity on the RFI process. Note any information that would provide additional clarity within the TDP requirements. Note any missing information that would be required to additively manufacture the associated AM parts according to the specified requirements. Review the part design, material requirements, manufacturing product controls, quality systems, and inspection requirements to assess part specification limitations. Review approved feedstock materials, printers, consumables, and any additional tooling needed to manufacture the part. Review part manufacturing and post-processing requirements and assess manufacturing repeatability. Review part quality requirements. Outline Quality Assurance (QA) processes in place, or to be established, that would ensure the final part will meet specifications. Review part inspection requirements. Outline Quality Control (QC) processes in place, or to be established, that would ensure the final part will conform to specifications and meet part inspection requirements. Review Maintenance, Repair, and Obsolescence (MRO) specifications and instructions, if any. Note any missing or alarming information that would prevent the completion of the required MRO activities. Outline cybersecurity systems in place, or to be established, that would ensure the integrity and proper handling of digital files and all cybersecurity requirements are met. NOTE: To access the necessary technical data, participating organizations must have an active U.S. Government CAGE code, SAM.gov account, NIST 800-171 posted to SPRS, JCP certification, and be DLA eJCP certified. Refer to included links for additional information on CAGE registration, SAM.gov, NIST 800-171, and each JCP certification. Complete RFI documentation and TDPs will be sent to participating vendors via Department of Defense (DoD) Safe Drop. This RFI is only posted on SAM.gov.
