- Solicitation Number: AOCACB23R0094 Notice Type: Pre-solicitation Set Aside: Total Small Business Set-Aside (FAR 19.5) Product Service Code: C1JZ-ARCHITECT AND ENGINEERING- CONSTRUCTION: MISCELLANEOUS BUILDINGS NAICS Code: 236220 � Commercial and Institutional Building Construction Pre-solicitation/ Synopsis: THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. The Architect of the Capitol (AOC) is issuing this pre-solicitation notice for the procurement of a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ), Job Order Contract (JOC) to perform a variety of construction services in support of the Architect of the Capitol. The AOC is responsible for the maintenance, operation, development, and preservation of over 18,400,000 square feet of building space and over 570 acres of land within the United States Capitol Complex and outlying sites. AOC facilities are organized by jurisdictions which include the United States Capitol, the House Office Buildings and the Senate Office Buildings, the Library of Congress Buildings and Grounds, the United States Supreme Court, the United States Botanic Garden, the United States Capitol Power Plant, the Capitol Grounds, and the Capitol Police Buildings Grounds and Security. AOC maintains off-site facilities in the District of Columbia, Virginia, and Maryland. Some off-site facilities include climate control book storage facilities, data centers, Security training facilities, childcare centers, and mail facilities. The AOC currently has a single award IDIQ JOC procurement vehicle to provide construction services in support of the Capitol Complex Facilities Management team within the United States Capitol Complex and outlying sites which is used by all Jurisdictions. . The AOC anticipates this procurement�s ordering period may overlap with the current JOC IDIQ Contractor�s ordering period. The AOC anticipates a Request for Proposal for the Multiple Award IDIQ JOC contract to be posted in September 2023.� Please be advised the date for solicitation posting is estimated and the actual posting may be after the aforementioned estimated month.� The AOC intends to award up to two (2) but no more than three (3) IDIQ contracts with an ordering period of five years. The cumulative amount of all task orders issued against each IDIQ contract shall not exceed $30M.�� It is anticipated each task order will be < or equal to $2M.� Rates will be negotiated for each 12-month period of the contract consistent with the terms of the IDIQ level Statement of Work. Each IDIQ Task Order shall be separately negotiated based on the scope and JOC effort involved. Job orders issued under this contract may include the following disciplines: MEP/HVAC Emergency Power Elevator I Escalader Concrete Fire Alarm and Fire Sprinkler HAZMAT Remediation Demolition Roofing Stone and Facade Restoration Painting Office Restoration / Fit Out Paving Detailed information on required qualifications and prior experience will be contained in the solicitation documents.� Place of performance will be at the JOC Contractors� offices and at the AOC facilities in the District of Columbia, Virginia, and Maryland, commensurate with the requirements specified in Task Orders. Selection Process: The AOC is a Legislative Branch agency and is not subject to Executive Orders. Construction services are procured in accordance with the AOC Contract Manual consistent with FAR Part 15. The selection process will be a competitive source selection. The basis of the award is a Tradeoff decision in accordance with AOC Order 34-1, Section 9.1.2.(a) for a best value award decision. The AOC intends to award multiple contracts without discussions. Awards will be made to the responsible Offeror(s) whose proposals conform to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP, and provides the best value to the Government based on the results of the evaluation. Notice of Request for Proposal Posting: The REQUEST FOR PROPOSAL STANDARD FORM (SF) 1442 is anticipated to be posted September 2023.� Please be advised the date for solicitation posting is estimated and the actual posting may be after the aforementioned estimated month.� Posted will be at the Government Point of Entry (GPE) located at System for Award Management (SAM) database (www.sam.gov).
