- SECURE DOCUMENT DESTRUCTION - WASHINGTON NATIONAL RECORDS CENTER (WNRC) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number is 88310323Q00086 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04 effective 06/02/2023.� This requirement is 100% set aside for small business. �The NAICS Code is 561990 All Other Support Services ($12 million). �CONTRACT LINE ITEM NUMBER(S): See Attachment 1, Schedule of Prices. REQUIREMENT: The National Archives and Records Administration (NARA) has a requirement for off-site commercial document destruction services for Washington National Records Center (WNRC), Suitland, MD.� Transportation shall be Contractor provided.� See Attachment 2, PERFORMANCE WORK STATEMENT (PWS) SECURE DOCUMENT DESTRUCTION � WASHINGTON NATIONAL RECORDS CENTER (WNRC).� DATES/PLACE OF DELIVERY: This solicitation provides for one method for transportation to the vendor processing facility. �Vendor shall pick up materials at National Archives & Records Administration, Washington National Records Center WNRC, Suitland, MD, 4205 Suitland Road, Suitland, MD 20746.� � FOB: Destination. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract, with the exception of FAR provisions which will be removed prior to issuance of the contract: FAR 52.212-1, Instructions to Offerors - Commercial Items (Oct 2018) � Note: Paragraph (h), Multiple Awards applies and the government may make multiple awards to a single vendor or awards to multiple vendors to achieve the weekly processing loads required in the statement of work. �See below for additional quotation submission instructions. EVALUATION (In lieu of FAR 52.212-2): Evaluation and award will be in accordance with Simplified Acquisition Procedures at FAR Subpart 13.106, Solicitation Competition, Evaluation of Quotations or Offers, Award and Documentation authorized by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. �NARA intends to award an Indefinite Delivery / Indefinite Quantity (IDIQ) contract based on its assessment of best value to the Government using trade-offs.� Selection will be determined by the best value quotation. All evaluation factors other than price, when combined, are more important than price.� Selection of the firm to perform this task order will be based on NARA�s assessment of the best overall value to the Government.� Price for best value evaluation is the greatest return to the government (highest percentage paid of Official Board Markets high quote price for mixed paper � New York).� This is intended as a no cost to the government revenue generating award. �See Attachment 1, Schedule of Prices; Attachment 2, Performance Work Statement; Attachment 6, Quotation Submission Instructions; Attachment 7, Vendor Quote Submission Form; Attachment 8 Key Personnel Resume; Attachment 9, Evaluation Factors for Award; and Attachment 10, Relevant Past Performance Questionnaire. The prices must include the fully burdened cost for the services required by this contract. See Attachment 1, Schedule of Prices. The contractor agrees to hold the prices in its quotation firm for 90 calendar days from the date specified for receipt of quotations. Exceptions taken to any terms and conditions stated in the RFQ must be clearly outlined on a separate page of the Contractor�s quotation entitled �Exceptions�. The Contractor must also include complete rationale, justification, and the cost impact of each exception noted. The Government reserves the right to make an award on the initial quotation without discussions. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Oct 2018) - The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.beta.SAM.gov/portal. Only vendors who are current in SAM and have a valid UEID number at quote submission date will be eligible for award.� NARA reserves the right to inspect the Contractor�s (and subcontractor�s) facilities prior to the award of the contract and at any time during the term of the contract.� This inspection may include its receiving, storage, disposal, and shipping areas. The DOL Wage Determination applicable to this requirement is WD 2015-4281 revision no. 25 dated 12/27/2022 (attached). FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2018) � See Attachment 4, Additional NARA Terms and Conditions (Addenda to FAR clause 52.212-4); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Oct 2019) � see Attachment 5, FAR Clauses.� Full text provisions and clauses can be found at http://www.acquisition.gov/far/. �QUESTIONS: Questions regarding this RFQ must be submitted in writing to Kevin Schumacher at kevin.schumacher@nara.gov no later than 4:00 PM CT on, June 26, 2023 to be considered. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment.� RFQ CLOSE DATE: Quotations are due by 4:00 PM CT on July 10, 2023. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and shall obtain confirmed receipt from the contracting officer of its quotation as the e-mail will need to pass through IT security. �Misdirected emails where the Vendor fails to get NARA receipt confirmation are Vendor�s responsibility.� QUOTATION SUBMISSION INSTRUCTIONS: NARA requests that contractors email one (1) copy of the quotation to: kevin.schumacher@nara.gov. �National Archives and Records Administration (NARA), Attention: Kevin Schumacher, Contract Specialist, 1 Archives Drive, Room 380, Saint Louis, MO 63138.
