- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order for the Neurosurgery Residency Program (NSRP) with the University of Virginia (UVA).� � REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2023-04, dated June 02, 2023. STATUTORY AUTHORITY This acquisition is being conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold.� Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. DESCRIPTION OF REQUIREMENT The National Institute of Neurological Disorders and Stroke (NINDS) has established a first-of-a kind Neurosurgery Residency Program (NSRP).� The primary goal of the NSRP is to train academic neurosurgical leaders with the ability to perform world-class neuroscience research throughout their careers, as well as successfully compete for grant monies and develop a strong independent research effort upon completion of their residency.��� To accomplish this objective the NINDS, as the sponsoring institution, is partnering with the University of Virginia (UVA). The program is a seven-year residency program with three full years at the UVA for clinical training, three full years at NIH for research training and one year split between NIH and UVA for clinical training.�� The purpose of this sole-source contract is to reimburse the UVA for program related services rendered in carrying out the NSRP.� The Contractor, in turn, shall provide academic training to neurosurgical residents who participate in the program.� Specifically, the contractor shall: Oversee the training curriculum and coordinate resident trainee activities at the contractor's training sites. Implement the NSRP, including administration, evaluation and promotion of the resident trainees at the contractor's training site. Act as a liaison with the government and with regard to resident trainees assigned for clinical training to be responsible for the administration, education, and supervision of the trainees. Participate with the government in the selection of resident trainees by providing direct Input to ensure that the residents have a dedicated research interest and commitment to academic neurosurgery. Participate with the government to ensure that each resident trainee is qualified and meets the educational criteria and standards required for participation ln the NSRP as set forth by the NSRP and the ACGME. Ensure that each resident trainee In the NSRP will be immersed in basic, translation and clinical research throughout their education. Establish a performance evaluation plan for formal evaluations to be conducted at 6- month intervals, the basis of which Is in line with the ACGME core competencies. The plan should also include procedures for the remediation of performance deficits. Period of Performance The period of performance will consist of one base year, and three (3) 12-month options as specified below: Base Year: September 2023 � September 2024 Option Year 1: September 2024� � September 2025 Option Year 2: September 2025 � September 2026 Option Year 3: September 2026 � September 2027 CLOSING STATEMENT This synopsis is NOT a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide�capabilities for fulfilling the requirement and include their Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and certification of business size. All offerors must also have an active registration in the System for Award Management (SAM) at www.sam.gov. All responses must be submitted electronically to Evan Feely at evan.feely@nih.gov�by August 21, 2023 at 9:00 AM Eastern Time and must reference notice ID number 75N95023R00072. U.S. mail and FAX responses will NOT be accepted.
